CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: AUGUST 9, 2022
FROM: FINANCE DEPARTMENT
SUBJECT: AMEND PROFESSIONAL SERVICES AGREEMENT WITH

EPLANSOFT FOR THE USE OF SOFTWARE LICENSES FOR

ELECTRONIC PLAN REVIEW FOR A PERIOD OF UP TO FIVE
YEARS
ATTACHMENT (Y/N): YES ITEM # 15
RECOMMENDATION:

That the City Council, by Motion, approve the First Amendment to Agreement with e- PlanSoft, Irvine, CA, to extend the use of software licenses for Electronic Plan Review (EPR) for a period of up to five years and increasing the total not to exceed amount to $1,144,845.

DISCUSSION:

On July 28, 2020, City Council approved the upgrade to ePlan Review to facilitate electronic plan check services for various departments, with major use by the Public Works, Public Utilities, and Planning and Building departments. This solution offers applicants the opportunity to submit plan review documents and access corrections online instead of coming to City Hall. The initial agreement included two years of annual subscription costs for licenses.

Since the upgrade has been completed, EPR continues to be an important part of daily operations and has allowed for more convenient service to our customers, along with better efficiencies for staff. With the realized benefits, departments are looking to continue and further expand the use of this product.

Staff is requesting for an extension of the software license subscription along with applicable taxes for an additional five years at a total cost of $1,144,845. The extension reflects the renewal terms included in the original agreement, while the 5-year commitment eliminates annual rate increases, yielding savings of approximately $34,000 compared to a year-to-year renewal.

IMPACT ON BUDGET:

Costs of the annual subscription and applicable taxes will be applied to the respective departments utilizing the licenses. Sufficient funds are included in the FY2022/23 Amend Professional Services Agreement with Eplansoft for the use of Software Licenses For Electronic Plan Review August 9, 2022
