POLICE DEPARTMENT
DATE: AUGUST 9, 2022
FROM: POLICE DEPARTMENT
SUBJECT: FUNDING FOR THE NORTH SCHOOL MOBILE
ASSESSMENT RESOURCE TEAM (NSMART)
ATTACHMENT (Y/N): YES ITEM # 17
RECOMMENDATION:
That the City Council:
1. By Resolution, authorize the Chief of Police, or his designee, to ratify the execution of an Amendment to a Memorandum of Understanding (MOU) with the County of Orange extending the contract term for one year to run through June 30, 2023 and the acceptance of funding on behalf of the City of Anaheim under the Juvenile Justice Crime Prevention Act (JJCPA); and
2. By Motion, authorize the Chief of Police, or his designee, to execute all required documents, and take any actions necessary to implement required documents.
DISCUSSION:
The Juvenile Justice Crime Prevention Act (JJCPA) has allocated funding for a pilot program in Orange County known as the North School Mobile Assessment and Resource Team (NSMART). NSMART is a pilot program that allows participation of multiple law enforcement agencies in the northern region of Orange County to combat threats of violence and violent crimes committed on, near, or impacting school campuses and communities.
The program, which began in 2020, assesses threats of violence reported by school personnel or otherwise detected as trending from other incidents of violence in and around schools within or outside Orange County. The NSMART program works on the prevention of incidents or spread of violence in schools by quick responses to threats made by youth who are at high risk for being victims or perpetrators of acts that incite fear, discord, and potential danger in the schools. The program aims to identify negative or destructive behavior in at-risk youth so as to anticipate and prevent the occurrence of actual incidents of crime and violence in and around schools. NSMART works in the development and sharing of intelligence information between law enforcement and schools. The program will refer arrested juveniles to community resources, family counseling, or supervised probation.
Funding for the FY 2022/23 NSMART Program
August 9, 2022
The Anaheim Police Department has one investigator assigned to the program, providing prompt notification of incidents involving Anaheim schools and enhancing the distribution of critical information. Upon resolving each incident through the least intrusive means available, this position improves the efficiency of returning normalcy to the school environment. The Resolution seek to accept the grant funds and ratify the Second Amendment to the MOU to amend the term to renew it for one additional year to run through June 30, 2023.
IMPACT ON BUDGET:
Sufficient funds are included in the Police Department’s FY 2022/23 General Fund budget.
Respectfully submitted,
Jorge Cisneros
Chief of Police
