SUBJECT: AGREEMENT WITH LEXIPOL, LLC FOR POLICY
MANAGEMENT SERVICES

RECOMMENDATION:
That the City Council, by Motion:
1. Waive Council Policy 4.1 and approve the Agreement with Lexipol, LLC, in an amount not to exceed $146,890.35, for the maintenance and management of the Police Department’s Policy Manual and Detention Facility Manual for a one-year term beginning July 1, 2022, with two, one-year renewal options; and
2. Authorize the Chief of Police to execute any amendments or optional renewals under the terms and conditions of the agreement.
DISCUSSION:
The Police Department currently collaborates with Lexipol, LLC (Lexipol) to maintain and manage the Anaheim Police Department Policy Manual, the Anaheim Police Department Detention Facility Manual, and related Training Bulletins. Lexipol provides the Department with comprehensive police policies and has managed the Department’s policy manual for many years.
The agreement with Lexipol will provide Lexipol’s policy management services for the principal Police Department Policy Manual and the Detention Facility Policy Manual.
Lexipol delivers timely updates to the policy manuals as laws and best practices change.
Lexipol will also provide Daily Training Bulletin services. The Daily Training Bulletins reinforce the understanding and knowledge of department policies and practices.
IMPACT ON BUDGET:
Sufficient funds are available in the Police Department's FY 2022/2023 General Fund budget. Subsequent years’ renewals will be subject to City Council approval of budget appropriations.
