CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: AUGUST 23, 2022
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZATION TO PURCHASE ADDITIONAL SOFTWARE
TO COMPLETE THE UPGRADE OF GRANITE MUNICIPAL
ASSET INSPECTION SOFTWARE
ATTACHMENT (Y/N): NO ITEM # 05
RECOMMENDATION:
That the City Council, by Motion, waive the sealed bidding requirement of Council Policy 4.0 and authorize the Purchasing Agent to issue a purchase order to Cues, Inc., Ontario, California, in the amount of $16,955 plus applicable tax, which is in conjunction with a recent purchase agreement of $39,079 for related software products, to complete the upgrade of existing Granite municipal asset inspection software by adding web application software for use by the Public Works Department, Streets Division; and authorize the Purchasing Agent to exercise annual maintenance and support service renewals subject to available budget appropriations.
DISCUSSION:
The Granite software is used by Public Works in conjunction with their closed-circuit television (CCTV) equipment to assess the City’s sewer systems. A request to upgrade an existing version of the Granite software was made and the sole source transaction was entered into in June of 2022. The upgrade included access to a new updated platform and new software licenses for several new modules with more advanced capabilities that can be customized to meet the City’s needs. The new modules provide the ability to generate reports, integrate maps, and perform a greater variety of inspections and surveys from data, video, and images captured from robotic transporters deployed in pipelines.
This request will allow the addition of the GraniteNet Inspect Web App, bringing the combined total value of the upgrade to $56,034, which now exceeds the authority of the Purchasing Agent for sole source purchases. The web app will provide the ability to remotely access a Web Inspection Portal, manage tasks, and collect information from any connected device such as a mobile phone or tablet. The purchase also includes a client annual subscription and support plan for the users. Once implemented, the program has the potential to greatly improve department operations by quickly identifying pipeline issues before they become problematic and costly.
Authorization to Complete the Upgrade of Granite Municipal Asset Inspection Software August 23, 2022
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department Fiscal Year 2022/23 Sewer Fund Budget.
Respectfully submitted, Concurred by,
Barrick L. Bartlett Rudy Emami
