RECOMMENDATION:

That the City Council, by Motion, take the following actions related to the approval of an attached single-family residential project located at 1661-1673 West Broadway:
1) Adopt an ordinance, finalizing Reclassification No. 2021-00336 to reclassify the property from the “C-G” General Commercial zone to the “RM-3.5” Multiple-Family Residential zone;
2) Adopt an ordinance, finalizing a development agreement (DEV2020-00248) to permit a voluntary financial contribution in the amount of $34,000 to support the City’s affordable housing programs; and
3) Determine that the proposed Reclassification No. 2021-00336 and development agreement (DEV2020-00248) were adequately analyzed pursuant to the Mitigated Negative Declaration approved in conjunction with the project.

DISCUSSION:

On July 6, 2022, the Planning Commission recommended that the City Council approve the subject 34-unit residential townhome project. Subsequently, on August 9, 2022, the City Council approved several actions in conjunction with its approval of the project. In conjunction with these approvals, the City Council introduced ordinances to reclassify the property from the “C-G” General Commercial zone to the “RM-3.5” Multiple Family Residential zone, and to permit a voluntary contribution in the amount of $34,000 ($1,000/unit), to support the City’s affordable housing programs.

All environmental impacts associated with the proposed project were analyzed in the Initial Study and associated Mitigated Negative Declaration approved for the project. The second reading and adoption of the subject ordinances would approve the proposed reclassification and development agreement. If adopted, the reclassification and the development agreement would become effective on September 22, 2022.

IMPACT ON BUDGET:

There is no budgetary impact. Associated costs will be incurred by the project applicant.

Respectfully submitted,
Ted White
Planning and Building Director
