The majority of the downtown sewer systems were constructed in the alleys in the early 1900’s and were only 6-inches in diameter instead of the City’s current minimum standard of 8-inches in diameter. In addition, the Central Anaheim Master Plan of Sanitary Sewers has identified these sewers as capacity deficient both currently and in a build out condition. Implementation of this Project will improve the overall performance, reduce maintenance costs, ensure capacity for future development, and maintain the reliability of the sewer system.

The work consists of removal and disposal of existing 6-inch and 8-inch diameter Vitrified Clay Pipe (VCP) sewer lines and the installation of new 8-inch and 12-inch diameter VCP sewer lines, replace in kind chain link fence, installation of a 4-foot wide gutter within the alley, demolition of existing and installation of a new storm drain inlet, sewer manhole removal and construction of new manholes, connection of existing service laterals to the new sewer lines, alley approach removal and replacement, Portland Cement Concrete (PCC) construction in the alleys, curb and gutter removal and replacement, utility manhole cover adjustments to match new surface grades, implementation of a Water Pollution Control Program, and Best Management Practices.

The bid price is lower than the engineer’s estimate, appears to be reasonable, and is within available funding. Liquidated damages for this Project shall be $1,750 per day.

Construction is scheduled to begin in the fall of 2022 and should be completed by the spring of 2023. Every effort will be made to minimize the impacts to on-street parking and any inconvenience to the residents.

ENVIRONMENTAL DETERMINATION:

In accordance with CEQA (Public Resources Code Sections 21000-21177) and pursuant to Section 15061 of Title 14 of the California Code of Regulations (CCR), the City of Anaheim, as Lead Agency, is required to determine if the Project is exempt from CEQA.

Upon review of the CCR, staff recommends that the City Council determine the Project is Categorically Exempt from CEQA pursuant to Class 3, Section 15303 (d) (New Construction) of Title 14 of the CCR which consists of construction and location of limited numbers of new, small facilities or structures and specifically exempts water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction.

After determining that this Project is Categorically Exempt from CEQA, the City will file a Notice of Exemption with the County Clerk, which starts a 35-day statute of limitations for challenges of the decision.

COMMUNITY WORKFORCE AGREEMENT (CWA):

This project is covered “Project Work” as defined in the CWA the City entered into with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions.
