Goodevening councilmembers:

Anaheimfinds itself at the proverbial forked road and a decisionto make: keep going down the same path of corrupt dealings that gives politics the bad name it's gottenfor centuries, ORtake the brave, honest and forward-thinking path and dramatically change the way the city has been run for the past several years.

Anaheimresidentshave paid the price for this corruption, not only with their hard earnedtax dollars, but with their trust. The city needsa personwho has shownfor years that he has a firm moral compass, who always doesthe right thing, doesnot succumbto peer pressure, and has the intelligence to guide the council through these turbulent times.

The interim mayor should NOTbe an outsider; it will take them too long to get "up to speed" with how the city works and what the issuesare. The best and most qualified person for this post is CouncilmanJoseMoreno.

He is the only Anaheimcitizen NOTeligible to run for mayor in November, so he would not be using this as a stepping-stone to a permanent mayorship.

He is the only Councilmember who hasn't receivedfunding from the specialinterests involved in the current corruption scandal: Disney, SOAR, the Angels, the Chamber, and he is the only one never to have been invited nor attended any of the notorious Chamber "retreats."
He is also the only Councilmember to have spokenout regularly for years against this governmentby specialinterests". Fellowcouncil member Valenciawas critical of the Angelsdeal, but he was aware of all the secretive insider dealing and said nothing.

Mr. O'Neil wrote recently in The OCRegisterthat "history will judge us on how we respond," and pledgedto "continue with the essentialwork of restoring trust and moving Anaheim forward."
The best way to begin that processis to appoint CouncilmanMorenointerim mayor for the next six months. 1

Unfortunately, Lisahasbeen diagnosedwithCOVIDandhastobequarantinedhereonanextendedstay. Mygoalwasto beattheCouncilMeetingtospeakwithyoupubliclyandconveymyintentionswithyouin person.

Instead, pleaseacceptthisletterasmyformalrequestto beconsideredfor theInterim MayoralAppointment. Pleaseexcusethelengthofthisletter, butI wantedtoarticulatethe scopeof mycity involvementovermylifetime. Asyou mayknow, I haveadeepand respectfulcommitmenttoourcityandI havebeenanardent “student” ofAnaheimhistory andpoliticsfor almost50 years. Moreimportantly, I feelthat I canmakeavaluable contributiontoanewdirectionforourcity. Giventhecircumstancesandrevelationsofthe lastmonth, weareatanew “lowwatermark” ofourcity’shistoryintermsoftheaccusations, expectedarrestsandongoinginvestigationsbytheFBIofimpropriety. TheCityCouncilwill needtohaveanew “faceofleadership” movingforward, includingonethatwillbringhealing andstabilitybackto ourcity; onethatwill bringintegritybackto thedaisandonethat promisesthat “AnaheimFirst” reallymeansthatourcity’sinterestswill beourparamount priority in all decisionsaffectingourcity. Wewill needto fosternewconfidencetoour electorateineverythingwedobecausewecanneverforgetwhoweworkfor.

Bywayofbackground, myfamilymovedtoAnaheimin1957becausemyMotherandFather wantedto live “out in thecountry” amongstmanyorangegroves, theyrentedasmall2- bedroomapartmentonBroadway (nearManchester). Asayoungster, I wasapaperboyfor theAnaheimBulletin (6daysaweek), wasStudentBodyPresidentofmyJr. HighSchooland graduatedfromAnaheimHighSchoolin 1972. UpongraduatingfromtheUniversityof SouthernCalifornia, I decidedtosettleinmyhometown, goingintotherealestatebusiness in1977.

nature” to mein termsofresponsibleandknowledgeabledecisionmakingattheCouncil level. I amcontinuallylookedtoforopinionsandjudgementsinmattersrelatedtomyfield bothcommerciallyandresidentially.

I amconsensusbuilderacrosspartylinesandwouldalwaysbefocusedonwhatI believe wouldbein theAnaheim’sbestinterest. I havenootherpoliticalagendaandwill notbe usingthispositionasa “steppingstone” forahigherpoliticaloffice. Myonlyinterestisto nowleadourcityinanewdirectionthatwill leadtosustainableprosperityaswellasprovide anewcultureatCityHallawayfromthe “playtopaysystem” thathastoxicallymetastasized throughoutour city. Wearealargecity with many “movingparts” andwith these complexities, wewill needa “steadyhand” andstrongleadershipskillsthatwill enableusto moveour cityin asolidlypositiveandethicaldirectionwithoutanyundueinfluenceor distraction. Wewill needtoengendernewmorale-buildingwithintherankandfileofallcity staffmembersto re-instill the “AnaheimPride” that oncewasthemastheadof our reputation.

Therewill bemanydecisionstobemadeinthenextsixmonthsthatwill setthetoneforthe nextfouryears. That “crossroad” ishere, now, frontandcenterasthosedecisionswill have lastingimpactsonourcityfor thenext50years, consequently, wemustbediligentand prudentmovingforward. Wewouldleadbyeducatedconsensus, makedecisionsthatare transparentandstrivetowinbacktheconfidenceofourcity’sresidents, businessowners, taxpayers, andshareholders.

I believethatI wouldmakeabeneficialdifferenceinmycommunityandamanxioustomeet thosechallengesandopportunitiesforourcity. It wouldbemyhonorandprivilegetojoin youandtoaddthequalityofleadershipskillsnowatthecouncillevel. I amalwaysavailable toansweranyquestionsor discussthismatterfurther.
