CITY COUNCIL AGENDA REPORT
City of Anaheim
PLANNING AND BUILDING DEPARTMENT
DATE: SEPTEMBER 13, 2022
FROM: PLANNING AND BUILDING DEPARTMENT
SUBJECT: REQUEST TO WAIVE BUILDING-RELATED FEES FOR
ACCESS CALIFORNIA SERVICES FOR BUILDING
IMPROVEMENTS AT A CITY-OWNED FACILITY LOCATED
AT 300 WEST CARL KARCHER WAY
ATTACHMENT (Y/N): YES ITEM # 13
RECOMMENDATION:
That the City Council, by Resolution, approve a request to waive payment of building-related fees, in the form of reimbursement of fees already paid totaling $13,295.65, associated with tenant improvements at a city-owned facility leased to Access California Services (AccessCal) at 300 West Carl Karcher Way.
DISCUSSION:
The applicant, Nahla Kayali, Founder and Executive Director, submitted a request to waive building-related fees, in the form of reimbursement, totaling $13,295.65 for tenant improvements associated with the relocation of AccessCal to a city-owned property at 300 West Carl Karcher Way. The requested fees to be waived include building-related fees such as building and fire plan check, building inspection, planning review, and traffic impact fees. At the January 25, 2022 City Council meeting, the Council approved a lease of the building to AccessCal for a period of ten years, with up to two five-year renewal options. The agreement indicates that the City will work cooperatively with AccessCal to address necessary improvements to the building.
AccessCal has 23 years of experience providing services to the Anaheim community.
They provide case management and client advocacy, access to health coverage, employment services, emergency financial assistance, homeless and senior services, mental health, citizenship and immigration assistance, a microenterprise training program, tax preparation assistance, education and after-school services, youth mentoring, parenting classes, home visitation, and recently added veterans services.
AccessCal operates with the support of various grants, government contracts, and community donors. The building improvements at this site, which include upgrades to flooring, lighting, bathrooms, construction of an outdoor programming area and playground, and renovating the interior to accommodate classroom-sized areas and a computer lab, will allow for an expansion of both staff and services to the community.
Request To Waive Building Permit Fees for AccessCal for a City-owned Building at 300 West Carl Karcher Way September 13, 2022
As part of the lease agreement, AccessCal is responsible for all expenses related to the operation of their programming and services on the grounds and facilities including, but not limited to, providing the resources necessary for staffing, taxes and assessments, the construction costs of tenant improvements to the existing space, general maintenance, utilities, landscaping, refuse disposal, and operational supplies and equipment.
Staff recommends the City Council approve the fee waiver, in the form of a reimbursement totaling $13,295.65, relating to building permit fees. The improvements to the City-owned building represent an investment in the facility, and an investment in services in furtherance of the City’s goals to assist families and individuals in need within our community.
IMPACT ON BUDGET:
The fees to be waived for the AccessCal project total $13,295.65 and will be covered in the department budget. There is no expenditure impact.
Respectfully submitted,
Ted White
Planning & Building Director
