SUBJECT: RESPONSE TO ORANGE COUNTY GRAND JURY REPORT

RECOMMENDATION:
That the City Council, by Motion, approve the attached response to the Orange County Grand Jury report titled, “How is Orange County Addressing Homelessness?” and direct the City Manager to execute a letter and forward the response to the Presiding Judge of the Orange County Court and the Orange County Grand Jury.
DISCUSSION:
The 2021-2022 Orange County Grand Jury (OCGJ) studied the County’s collaborative response to homelessness led by the Orange County Office of Care Coordination (OCC) and the Orange County Continuum of Care (CoC), with the intent of seeking a greater understanding on how the County is working to address homelessness. In their summary statement, the OCGJ concluded that “Orange County is addressing homelessness with elaborate systems even beyond the efforts of the OCC and CoC but the reality of homelessness is that despite these programs, the system has shortcomings or bottlenecks.” Based on the results of their investigation, the OCGJ arrived at six findings and six recommendations.
In accordance with California Penal Code Section 933 and 933.05(a) and (b), the Grand Jury requires responses from each local governmental agency on findings and recommendations pertaining to matters under the control of their respective governing body. There were two findings and three recommendations outlined in the report for the City of Anaheim.
Staff has reviewed each finding and recommendation thoroughly and prepared the attached responses for consideration. Staff requests that the City Council approve the response letter and direct the City Manager to sign and submit the attached letter in response to the Grand Jury Report.
