DISCUSSION:

The Department of Public Works, Traffic and Transportation Section retains on-call traffic engineering and transportation planning consultants to assist with review and development of various traffic engineering and transportation planning efforts and projects.

As a standard practice, the Traffic and Transportation Section maintains on-call service agreements with multiple consultants who have expertise in traffic engineering, transportation planning, neighborhood traffic management, and plan check services. They provide review and plan development services as well as staff augmentations during fluctuations in workload, which allows for cost efficiency through the provision of compatible service costs while maintaining minimal staffing levels.

In June 2022, the Traffic and Transportation Section solicited proposals for traffic engineering and transportation planning scope of services and received 31 responses. Note:
some consulting firms applied under both traffic engineering and transportation planning.

Consulting firms found to meet both traffic engineering and transportation planning will have two agreements, one for each scope of services. Upon evaluation of the proposals, the following 17 consultants, five (5) of which met both scopes of services, were found to meet or exceed the minimum qualifications in accordance with Council Policy 4.1 and are recommended to provide the necessary services, as specified below:
 ADVANTEC Consulting Engineers, Inc. Traffic Engineering  AGA Engineers, Inc. Traffic Engineering
 Alta Planning + Design Inc. Transportation Planning
 CR Associates Transportation Planning
 Fehr & Peers Transportation Planning
 General Technologies and Solutions, LLC Traffic Engineering & Transportation Planning
 Iteris, Inc. Traffic Engineering &
Transportation Planning
 Kimley-Horn and Associates, Inc. Traffic Engineering & Transportation Planning
 Kittelson & Associates, Inc. Transportation Planning
 KOA Corporation Traffic Engineering &
Transportation Planning

 LG2WB Engineers Inc. Traffic Engineering &
(Linscott, Law, & Greenspan Engineers) Transportation Planning  LSA Associates, Inc. Transportation Planning
 Mark Thomas and Company, Inc. Transportation Planning  Stantec Consulting Services, Inc. Transportation Planning  TJKM Transportation Consultants Transportation Planning  Toole Design Group, LLC Transportation Planning
 Willdan Engineering Traffic Engineering
The recommended consultants are required to have extensive technical experience in their respective areas of expertise, and proper licensing and insurance to perform the required services in the State of California. The proposed agreements will enable the timely development and review of traffic engineering submittals and transportation plans in the coming years at a fair and reasonable cost.

Work Order Packages or Requests will be assigned to the consultants with the requisite expertise to successfully complete the tasks. Costs will be tracked by the Traffic and Transportation Section and the award amount for each Work Order or Request shall not exceed $400,000 and with a total not to exceed contract amount of $1,000,000 per contract year per consultant.

Because all agreements are similar, the attached agreement is the template that will be used (Attachment 1). All executed agreements will be available for review in the Office of the City Clerk.

IMPACT ON BUDGET:

Adequate funding is available in developer trust funds, which are deposits collected up front for review of private development projects, and in restricted transportation funds as part of the Department of Public Works FY 2022/23 budget.

Respectfully submitted,
Rudy Emami
Public Works Director
