CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: SEPTEMBER 13, 2022
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: AWARD OF PROFESSIONAL SERVICES AGREEMENT FOR

LANDSCAPE CONSULTING AND CONTRACT

MANAGEMENT SERVICES
ATTACHMENT (Y/N): YES ITEM # 10
RECOMMENDATION:

That the City Council, by Motion, waive City Council Policy 4.1 and approve an agreement (Agreement) between the City of Anaheim and Mike D Atkinson, an individual, DBA Landscape Consultants and Contract Management, for professional landscape consulting services to support the City of Anaheim’s Public Works Department in an amount not-to-exceed $100,000 for a one-year term, with an option to renew for an additional one year; and authorize and direct the Director of Public Works, or designee, to execute the Agreement and related documents, and take the necessary actions to implement and administer the Agreement.

DISCUSSION:

The Public Works Department manages the Right of Way (ROW) and Anaheim Resort Maintenance District (ARMD) landscape maintenance contracts for the City.

The ARMD is approximately 2.2 square miles while the ROW has over 4.9 million square feet of landscape managed throughout the city.

The awarded consultant will assist staff in supporting the management and delivery of services such as reviewing plans for new and/or renovation projects for conformance with contract specifications including the enhancement of existing areas and upgrades of ROW sections such as irrigation, grading, drainage, and planting; ensuring that work conforms to City specifications and is in accordance with City regulations, policies, and operating procedures and practices; reviewing and assisting in preparation of contract specifications and providing technical information for request for proposals for all phases of assigned projects; evaluating trees, plant species, and site conditions; reviewing development plans; and monitoring and assisting in the correct interpretation of information.

The Department wishes to enter into an agreement with Mike Atkinson, Principle Consultant with Landscape Consultants and Contract Management. Mr. Atkinson served as the previous ARMD and ROW Operations Superintendent for the City of Anaheim until his retirement in April of 2021. Anaheim Municipal Code Section

1.11.080 requires City Council approval of the Agreement, since it has been less than two years since Mr. Atkinson’s retirement. Mr. Atkinson is a Certified Arborist and has
