Summary of Additions and Amendments
The following information that has been added or amended subsequent to the Planning Commission public hearing is included for City Council consideration as described below.
Conditions of Approval:
Conditions related to fire access and suppression including alternative means and methods were added to the Master Site Plan MIS2020-00751, Final Site Plan FSP2020- 00004, and Final Site Plan FSP2020-00005 conditions of approval. A condition requiring a traffic signal warrant analysis, and installation if warranted, at the intersections of Auto Center Drive/Phoenix Club Drive and Sanderson Avenue/Phoenix Club Drive was added to Master Site Plan MIS2020-00751 and Tentative Tract Map No. 19153 conditions of approval.
A revised condition no. 27 was added to the conditions of approval for the amendment to Conditional Use Permit No. 2010-05492 reflecting the condition as previously-approved (Resolution No. PC2016-044) to clarify the types and qualities of alcoholic beverage licenses permitted in ARTIC.
Modifications to the original conditions are shown in the respective resolutions identified by strikethrough for deleted text and underlined for new, inserted text.
Plans and Exhibits:
Updates were made to the Master Site Plan to include details from the submitted Final Site Plans (FSP2020-00004, FSP2020-00007, and FSP2020-00008) showing the parking structure perimeter cross-section and the design of the employee tandem surface parking spaces; and, to add a note that circulation and street cross-section designs shown on the Civil Engineering plans shall supersede any representations of these items throughout the Master Site Plan exhibits (this is for clarification in the event that any plans do not show the same level of detail as the civil engineering plans). An update was made to the Figure depicting Existing & Proposed Special Sign Districts to reflect a correction to the boundaries and location of the Proposed Special Sign Districts.
Development Agreement:
Updates were made to the draft Development Agreement to provide clarity as to the relative obligations of the parties; ensure consistency with other project documents relating to signage, and financing of public improvements; place holder information and exhibits were completed where applicable and to add language referencing approval of the Master Site Plan and Final Site Plans 2020-00004, 00005, 00006, 00007 and 00008. Items on which the Planning Commission made a recommendation for approval and general plan consistency, including the scope of development, phasing, and community benefits, remain unchanged.
