CITY COUNCIL AGENDA REPORT
City of Anaheim

POLICE DEPARTMENT
DATE: SEPTEMBER 27, 2022
FROM: POLICE DEPARTMENT
SUBJECT: HOMELAND SECURITY GRANT PROGRAM AND RELATED

AGREEMENTS
ATTACHMENT: YES ITEM # 15
RECOMMENDATION:

That the City Council, by Motion:

1. Authorize the Chief of Police, or his designee, to execute the attached Sub- grantee agreement with the City of Santa Ana for reimbursement of funds expended for the purchase of equipment, services, and training, and other required documents authorized under the FY 2021 Urban Area Security Initiative (UASI) Grant in the amount of $2,744,061, and amend the Police Department’s budget for Fiscal Year 2022/23 accordingly; and

2. Approve and authorize the City Manager to execute the Memorandum of Understanding between the Cities of Anaheim and Santa Ana contained herein as an attachment.

DISCUSSION:

Since 2004, the U.S. Department of Homeland Security (DHS), through the State of California’s Office of Homeland Security (OHS) now known as California Office of Emergency Services (CalOES), has designated the Cities of Anaheim and Santa Ana (hereafter referred to as the “the Cities”) as Urban Areas and awarded grant funds yearly under the Urban Area Security Initiative (UASI) Grant.

The UASI program assists high-threat, high-density Urban Areas in efforts to build, sustain, and deliver the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. The grant specifically provides funding for anti-terror equipment, planning, training, exercises, and technical assistance.

Funding is allocated based on risk and need, and must be used to build regional critical capabilities aligned with the goals and priorities of the program.

In 2006, DHS combined the Anaheim UASI and the Santa Ana UASI into a single Urban Area. With this came the requirement that one of the two UASI jurisdictions be designated as the Single Point of Contact (SPC) for purposes of the grant application and Homeland Security Grant Program and Related Agreements

financial management of the grant. The Cities wish to continue their collaborative effort with the 2021 UASI Grant, with Santa Ana designated as the SPC.

The Cities elected to define each Urban Area broadly to include all jurisdictions in the county, as well as key disciplines, such as Health, Law, Fire, Emergency Management, and others as defined by DHS. The Cities have formed a true partnership with all stakeholders in the county and all other jurisdictions, and have collaborated to enhance overall preparedness levels, at all times focusing on mitigating risk and improving consequence management for the most critical infrastructure and targets.

IMPACT ON BUDGET:

FY 2022/23 revenue and expenditure appropriations will be increased by $2,744,061 in the Police Department’s restricted Urban Area Security Initiative Grant Fund budget.

There is no local match requirement.

Respectfully submitted,
Jorge Cisneros
Chief of Police
