EXERCISE OF POWERS AGREEMENT FOR THE ANAHEIM
HOUSING AND PUBLIC IMPROVEMENTS AUTHORITY

RECOMMENDATION:
That the City Council, by Resolution, approve the First Amendment, in substantially complete form, of the Joint Exercise of Powers Agreement dated July 1, 2014, by and between the City and the Anaheim Housing Authority forming the Anaheim Housing and Public Improvements Authority (AHPIA).
DISCUSSION:
The City utilizes Joint Powers Authorities (JPAs) to issue public debt, including the AHPIA. The recommended action is a technical clean-up of the JPA related to the expansion of the City Council as the City transitioned to by-district elections. AHPIA’s board is made up of the City Council, however, there is a reference to five board members, where we now have seven members of the City Council. The amendment simply removes the reference to five board members and leaves the City Council in its entirety as the board, leaving flexibility should the number of council members change in the future. It is important to note that previous transactions including AHPIA have not been negatively impacted.
IMPACT ON BUDGET:
There is no budgetary impact for this action.
