CITY COUNCIL AGENDA REPORT
City of Anaheim

POLICE DEPARTMENT
DATE: SEPTEMBER 27, 2022
FROM: POLICE DEPARTMENT
SUBJECT: FISCAL YEAR 2021 JUSTICE ASSISTANCE GRANT (JAG)

AND RELATED AGREEMENTS
ATTACHMENT (Y/N): YES ITEM # 16
RECOMMENDATION:

That the City Council, by Resolution, authorize the Chief of Police, or his designee, to execute any grant related documents on behalf of the City of Anaheim with the County of Orange to participate in the Federal FY 2021 Edward Byrne Memorial Justice Assistance Grant (JAG) Program; and increase the Police Department’s FY 2022/23 revenue and expenditure appropriations by $77,689.

DISCUSSION:

The Anaheim Police Department has been allocated $89,298 from the Federal FY 2021 Edward Byrne Memorial JAG Program. There is an $8,930 or 10% administrative fee and a $2,679 or 3% National Incident-Based Reporting System (NIBRS) fee that are retained by the County of Orange for administering the distribution of grant funds.

These fees are required by the County of Orange to execute a formal agreement with participating agencies for this non-competitive recurring grant.

The Police Department will apply the balance of $77,689 to support the development of an Intelligence Center (IC) to analyze real-time crime data while enhancing our situational awareness by leveraging technology calls for service and major incidents by procuring a Hiperwall video wall and corresponding software. The center will use the Hiperwall video wall to monitor CAD/RMS data and supplement responding units by using video and surveillance technology to improve the apprehension and conviction of criminals.

IMPACT ON BUDGET:

FY 2022/23 revenue and expenditure appropriations will be increased by $77,689 in the restricted Law Enforcement Grants Fund. There is no local match requirement.

Respectfully submitted,
Jorge Cisneros
