CITY COUNCIL AGENDA REPORT
City of Anaheim
COMMUNITY SERVICES DEPARTMENT
DATE: SEPTEMBER 27, 2022
FROM: COMMUNITY SERVICES DEPARTMENT
SUBJECT: APPROVE AMENDED AND RESTATED LICENSE AGREEMENT
WITH GROWTH OPPORTUNITIES THROUGH ATHLETICS,
LEARNING & SERVICE (GOALS)
ATTACHMENT (Y/N): YES ITEM # 12
RECOMMENDATION:
That the City Council, by Motion, approve an Amended and Restated License Agreement with Growth Opportunities through Athletics, Learning & Service (GOALS) for use of the Martin Recreation Center located at 1151 La Palma Parkway, for the purpose of conducting sports, recreation, and social programs for underprivileged area youth.
DISCUSSION:
Since its formation in 1994, GOALS has served more than 1,500 underprivileged area youth, ages 6-19, through various athletic, academic, and community service activities.
Since 1997 the City has leased various properties adjacent to La Palma Park to GOALS for use as administrative offices, program equipment storage, community garden use, and recreation and sports programming through the sports complex. One of those properties is the Martin Recreation Center located in La Palma Park at 1151 La Palma Parkway for use as a roller hockey training, recreation, and sports skating program facility.
This new Amended and Restated License Agreement (Agreement) allows for the continued use of the Martin Recreation Center facility by GOALS for roller hockey, sports skate training, recreation, and social activities for area youth. The initial term of the Agreement is five years with an option for five additional one-year renewals. The agreement authorizes the Director of Community Services to extend the term for no more than five, one-year terms after the initial term has been completed. Either party may terminate the Agreement at any time by giving written notice to the other party at least 30 days prior to the effective date of termination.
GOALS will continue to assume responsibility for all expenses related to the programming of this property. We are pleased to continue our relationship with GOALS to enhance services in this portion of the City.
IMPACT ON BUDGET:
There is no budgetary impact. The City of Anaheim will not incur any additional costs or programming expenses related to the use of the property.
Approve Amended and Restated License Agreement with Growth Opportunities through Athletics, Learning & Service September 27, 2022
Respectfully submitted,
Sjany Larson-Cash
Director of Community Services
