In 2018, the Medical Director for the Orange County Emergency Medical Services Authority (OCEMSA) mandated all Orange County 911 agencies to use an Automated Chest Compression Device (ACCD) on all cardiac arrest patients being transported. The current standard for cardiopulmonary resuscitation (CPR) emphasizes the importance of continuous chest compressions without interruption as important for success in resuscitation. Interruption of chest compression during CPR restricts blood flow to the brain and heart, reducing the probability of a good neurological outcome during a cardiac arrest event. These devices were to be in service on or before January 1, 2020.
In 2019, the AF&R purchased ten ACCDs. AF&R and multiple other fire agencies participated in an Orange County-wide trial examining the use of the different ACCDs that included: emergency use, charging, wireless transfer of information, cost of consumables, and ease of cleaning.
Accept Bid for Chest Compression Devices for the Anaheim Fire & Rescue Department September 27, 2022
This bid was reviewed by companies representing the other large manufacturers of similar medical devices. However, none decided to offer their alternative devices, therefore leaving the city with the bid for the specified product.
The Lucas 3 device specified in this bid was the model previously purchased for AF&R.
Although only one bid was received, it is from the main manufacturer representative for this product, and the purchase of this model will allow AF&R uniformity on training, increasing the probability of positive outcomes when these life-saving devices are deployed. Therefore, staff recommends award of the bid accordingly.
IMPACT ON BUDGET:
Sufficient funds are available in the Fire & Rescue Department’s Fiscal Year 2022/23 Equipment Replacement Fund budget.
