CITY COUNCIL AGENDA REPORT
City of Anaheim
PLANNING AND BUILDING DEPARTMENT
DATE: OCTOBER 4, 2022
FROM: PLANNING AND BUILDING DEPARTMENT
SUBJECT: TAXI FRANCHISE – NOTICE OF PUBLIC HEARING
ATTACHMENTS (Y/N): YES ITEM # 09
RECOMMENDATION:
That the City Council, by Resolution, give notice of the taxi cab applications and set a public hearing to award taxi franchise(s) to be held on November 1, 2022.
DISCUSSION:
In response to changes in law and market conditions related to the taxi industry, the City contracted with Nelson Nygaard Consulting Associates (NNC) to prepare the Anaheim Taxi Franchise Study – Final Report dated April 2022 (Attachment 2). The study analyzes and makes recommendations regarding the City’s taxi regulations and processes. After consultation with tourism-industry stakeholders, staff determined that maintaining the franchise-based system for the regulation of taxi services would best serve the needs and interests of the City at this time.
The City’s current Taxi Franchise expires on February 28, 2023. A Request for Proposal (RFP) for the selection of franchisee taxicab operators to provide taxicab service in the city was completed and distributed to service providers in August 2022. The franchise(s) will be for up to 255 taxicabs.
Two proposals were received to provide taxi service in the City; both met the minimum bidding requirements set forth in the taxi franchise RFP and were deemed complete. The two taxi cab companies are American Ground Transportation, Inc. and American Ground Transportation, LLC both entities dba 24/7 Taxi Cab, and Cabco Yellow Inc. dba California Yellow Cab.
In August 2022, the City Manager appointed members to a Taxi Advisory Committee (TAC). The TAC is comprised of representatives from the following stakeholders and City departments:
Visit Anaheim
City of Anaheim Police Department
City of Anaheim Planning and Building Department
City of Anaheim Convention Center, Sports & Entertainment Department City of Anaheim Community Services Department
Taxi Franchise
October 4, 2022
The TAC will review both proposals, meet and make recommendation for award of the franchise(s). The City Council may grant franchises to multiple companies.
Staff recommends that Council adopt the Resolution giving notice of the taxi applications and setting the public hearing for November 1, 2022, at which time Council may introduce for first reading an ordinance(s) awarding the franchise(s).
IMPACT ON BUDGET:
Franchise fees are included in the Planning and Building Department’s FY 2022/23 budget.
Respectfully submitted,
Ted White
Planning and Building Director
