SUBJECT: PROFESSIONAL SERVICES AGREEMENTS FOR ON-CALL
WAYFINDING AND BANNER SIGNAGE DESIGN,
FABRICATION, AND INSTALLATION CONSULTING SERVICES

RECOMMENDATION:
That the City Council, by Motion, approve individual Professional Services Agreements for on-call wayfinding and banner signage design, fabrication, and installation consulting services to support current and future economic development activities by and between the City of Anaheim (City) and:
1) Outdoor Dimensions LLC and Square Signs LLC dba Front Signs, each in an amount not to exceed $200,000, each for a two-year term beginning July 1, 2022, with two additional one-year renewal terms;
2) Sign Age Identity Systems, Inc. for an amount not to exceed $500,000 for a one-year term beginning July 1, 2022, with two additional one-year renewal terms; and
3) Authorize the Director of Economic Development, or designee, to implement and administer the agreements on behalf of the City.
DISCUSSION:
The Economic Development Department (Department) solicited Requests for Proposals (RFP) for on-call wayfinding and banner signage design, fabrication, and installation consulting services. Six firms submitted detailed proposals to the RFP. In accordance with the qualifications-based selection procurement specified in City Council Policy No. 4.1, the Department established a review panel consisting of staff from Economic Development and Housing and Community Development. The firms were evaluated based on overall experience, services available, and familiarity with wayfinding, banner design, fabrication, installation, and manufacturing of signage project types in addition to experience working with cities as clients and able to meet the Economic Development Department’s needs. Staff also evaluated each firm’s proposed fees for such services. A rating system was used to determine the most responsive proposals.

are recommended for approval: Outdoor Dimensions LLC, Square Signs LLC dba Front Signs, and Sign Age Identity Systems Inc.
The Department has numerous projects underway and forthcoming that will require wayfinding and banner signage services to promote and designate projects. Upcoming projects include: The Canyon Banner Project, Center City Wayfinding, OC Vibe, Anaheim freeway spectaculars, and future wayfinding or banner signage projects as needed.
Agreements with Outdoor Dimensions LLC, Square Signs LLC (dba Front Signs), and Sign Age Identity Systems Inc. will ensure timely implementation of current projects and future projects as needed for the Department.
IMPACT ON BUDGET:
Funds for these agreements are available in the Economic Development Department’s Fiscal Year 2022/2023 budget.
