VACATION/ABANDONMENT OF A STREET SEGMENT OF
DOUGLASS ROAD (ABA2021-00412)

RECOMMENDATION:
That the City Council, by Resolution, set a public hearing date of December 20, 2022 for the proposed vacation/abandonment of the street segment of Douglass Road lying east of Cerritos Avenue and north of Katella Avenue.
DISCUSSION:
Anaheim Real Estate Partners, LLC has requested this abandonment in order to assemble the proposed abandoned street right-of-way with adjacent properties for a mixed-use development project known as OC Vibe, detailed in the Development Agreement approved by City Council on October 4, 2022.
The affected portion of the right-of-way under consideration for abandonment is generally located north of Katella Avenue and east of Cerritos Avenue. This portion of Douglass Road will not be needed for public right-of-way upon (1) the amendment to the OCTA Master Plan of Arterial Highways and (2) the dedication of public access easements and construction of a new street segment commonly known as River Road. If approved for abandonment, property rights for existing public utilities within the abandoned right-of- way shall be preserved by easements.
IMPACT ON THE BUDGET:
There is no budgetary impact for scheduling the public hearing. Subject to City Council’s approval of the vacation/abandonment, Anaheim Real Estate Partners would be required to dedicate and construct River Road in consideration for the abandoned portion of Douglass Road.
