CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: OCTOBER 25, 2022
FROM: FINANCE DEPARTMENT
SUBJECT: RATIFY AND AUTHORIZE INCREASES TO MASTER

AGREEMENTS FOR THE PURCHASE OF FIREFIGHTING

PROTECTIVE GARMENTS
ATTACHMENT (Y/N): NO ITEM # 04
RECOMMENDATION:

That the City Council, by Motion, ratify the increase in the value of the current master agreement with Allstar Fire Equipment, Inc., Arcadia, California, from a not to exceed amount of $135,000 plus applicable tax to $150,000 plus applicable tax to cover the increased need for firefighting protective garments for the agreement ending February 28, 2023, and authorize a value of $160,000 plus applicable tax for future annual master agreements.

DISCUSSION:

In 2014 the Anaheim City Council authorized the award of Request for Proposal (RFP) #8212 to Allstar Fire Equipment, Inc. for the purchase, maintenance, and repair of firefighting protective garments. The evaluation of that RFP determined that LION First Responder PPE, Inc. (LION) garments best met the needs of the Anaheim Fire & Rescue Department (AF&R). The city has purchased these garments for new hires and as replacement garments due to damage or expiring certifications since that time. Allstar Fire Equipment, Inc. is the only authorized seller in the State of California for the currently approved Janesville brand of garments manufactured by LION.

The increases in current and future annual spending is due to the higher volumes of firefighter hires by AF&R. The master agreements are in accordance with a cooperative purchase agreement issued by Sourcewell, a Minnesota local government agency, and awarded to LION. Under the terms of agreement No. 032620-LIO, the City makes purchases through the authorized local distributor, Allstar Fire Equipment, Inc.

IMPACT ON BUDGET:

Sufficient funds are included in the Fire & Rescue Department’s FY 2022/23 General Fund Budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
