CITY COUNCIL AGENDA REPORT
City of Anaheim

DATE: OCTOBER 25, 2022

Acceptance of Bid for Landscape Maintenance Services Covering the East-Center, West-Center, and West City Areas October 25, 2022
Brightview Landscape Services $ 1,248,334.56 **
Santa Ana, California
CG Landscape, Inc. $ 1,349,145.72
Anaheim, California
** Bidder withdrew their bid due to gross calculation error.
The bid was based on a fixed monthly cost for landscape services to maintain three separate areas spread over the East-Center, West-Center, and West portions of the City, covering a total of 185 individual work sections. These services include, but are not limited to, the maintenance of plant materials, turf, irrigation systems, litter control, mowing, edging, pruning, weed and pest control, parkways, medians, and tree wells.
Bidders were allowed to submit a bid on one, two, or all three areas, encouraging greater competition. Agreements were to be awarded to bidders who were the lowest responsive bidders for each area. Parkwood Landscape Maintenance, Inc. was selected for the West and West-Center areas, while Greentech Landscape, Inc. was selected to service the East-Center area. This arrangement is expected to give the City the best overall value and performance over the life of the agreement.
The term of the agreement will be for a one-year period with up to four one-year optional renewals. Unit pricing is fixed for the initial one-year base period. The renewal periods shall be negotiated each year with any increases not-to-exceed the change in the Consumer Price Index (CPI) for the L.A.-Long Beach-Anaheim areas for the preceding 12-month period. Increases in direct labor shall also be negotiated limiting any change to the CPI and the actual amount of any increase in the prevailing wage.
The 20% contingency is recommended to provide the ability to address any unforeseen service requirements that may arise during the term of the agreement.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department’s Fiscal Year 2022/23 Right of Way General Fund budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Barrick L. Bartlett Rudy Emami
Purchasing Agent Director of Public Works
