DISCUSSION:

At the April 13, 2021 City Council meeting, City Council requested to agendize a review of the Sister City Commission and consider reorganizing the commission.

The Sister City Commission is responsible for the growth and development of its sister cities Mito, Japan and Vitoria-Gasteiz, Spain. The commission works year round to develop Anaheim’s cultural exchange opportunities, economic development, and exploration of future sister cities.

There are currently thirteen (13) members serving on the Sister City Commission including eleven (11) appointed by City Council and two (2) from Anaheim Union High School District. Six (6) out of the eleven (11) members appointed by City Council have expired terms while the other five (5) are expected to serve through June 30, 2023.

At the direction of City Council, city staff is proposing changes that would restructure the Sister City Commission. The attached resolution and ordinance are being presented to City Council for approval. The resolution provides a method of appointment and removal of current Sister City Commission members after the November 2022 General Municipal election, after which time, the municipal code will govern, as outlined in the attached ordinance. The following is a summary of proposed changes to the Sister City Commission:
