ATTACHMENT (Y/N): YES ITEM # 14
RECOMMENDATION:

That the City Council, by Motion, approve individual Professional Services Agreements for on-call environmental services to support current and future economic development activities by and between the City of Anaheim (City) and:
1) Dudek, Leighton and Associates, Inc., and Ninyo & Moore Geotechnical & Environmental Sciences Consultants, each in an amount not to exceed $200,000, each for a two-year term beginning October 1, 2022, with two additional two- year extensions;
2) Pacific Edge Engineering, Inc., for an amount not to exceed $200,000 for a two- year term beginning October 1, 2022, with two additional one-year extensions; and

DISCUSSION:

The Economic Development Department and Housing & Community Development Department (Departments) solicited Requests for Proposals (RFP) for on-call environmental services. Eleven firms submitted responses to the RFP. In accordance with the qualifications-based selection procurement specified in City Council Policy No.

4.1, the Department established a review panel consisting of staff from Economic Development, Public Utilities, and Housing & Community Development. The firms were evaluated based on overall experience, services available, and familiarity with relevant environmental regulations. Staff also evaluated each firm’s proposed fees for such services. A rating system was used to determine the most responsive proposals. The top six firms are being recommended for approval.

The Economic Development Department has numerous projects underway and forthcoming that will require environmental services including Phase I and Phase II assessments, remedial action plans, and remediation services.
