CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: OCTOBER 25, 2022
FROM: FINANCE DEPARTMENT
SUBJECT: ACCEPTANCE OF BID FOR PURCHASE OF NITRILE GLOVES

FOR FIRST RESPONDERS
ATTACHMENT (Y/N): YES ITEM # 05
RECOMMENDATION:

That the City Council, by Motion, accept the bid from R.S. Hughes Company, Inc., in the amount of $67,319 plus applicable tax, for the purchase of nitrile gloves for use by Anaheim Fire & Rescue (AF&R) for a one-year period with up to four one-year optional renewals; and authorize the Purchasing Agent to exercise the renewal options, all in accordance with Bid #9619.

DISCUSSION:

Purchasing solicited bids from known companies and posted the bid on the City’s bid portal. Sealed bids were received by 2:00 p.m., September 22, 2022, from the listed 30 bidders and were publicly opened immediately thereafter. See attached list of bidders and bid totals.

The bid was based on an annual usage for various sizes of dual layer nitrile gloves used daily by AF&R. The total bid quantity equaled over 4,000 boxes of disposable gloves.

The bid was posted specifying two styles of glove that had been previously tested and used by the city’s first responders. The bid also allowed companies to offer alternate brands of gloves that met or exceeded the key features of the specified products. This included length, dual layer, palm and finger thickness, and tensile strength. Of the over 80 companies that reviewed the bid, 30 submitted bids for the annual agreement.

The award is being recommended to the lowest overall responsive bid for a product that meets or exceeds the specified products. That bid was provided by the twelfth overall lowest price bid offered. Each of the non-awarded, but lower priced offers, are not recommended for award for various reasons including offering non-equivalent products, bidding fewer gloves per box, or withdrawal of a submitted bid.

The term of the agreement will be for a one-year base period with up to four one-year optional renewals. Prices and discount shall remain firm for the initial base period.

Pricing for the renewal periods shall be negotiated each year with any increases not-to- exceed the most recent 12-month period for the Los Angeles-Long Beach-Anaheim, CA Consumer Price Index (CPI) for All Urban Consumers.
