CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: OCTOBER 25, 2022
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: AWARD OF CONTRACT FOR CATCH BASIN SCREEN
INSTALLATION - 2021 PROJECT
ATTACHMENT (Y/N): YES ITEM # 10
RECOMMENDATION:

That the City Council, by Motion:
1) Determine that the Catch Basin Screen Installation Project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(b) of Title 14 of the California Code of Regulations; 2) Award the Contract to the lowest responsible bidder, G2 Construction, Inc. of Santa Ana, California, Contractor’s License No. 801253, Classifications A, C8, and C60, in the amount of $473,438 for the proposed Project; and 3) Authorize the Director of Public Works, on behalf of the City, to execute the Contract and any other related documents, and to take such actions as are necessary to implement and administer the Contract; and direct the Finance Director to execute the Escrow Agreement pertaining to contract retentions.

DISCUSSION:

Only one bid was received through the competitive bidding process from G2 Construction, Inc. The bid price of $473,438.00 is lower than the engineer’s estimate of $550,000, reflects the current bidding environment, appears to be reasonable, and is within available funding.

The Catch Basin Screen Installation Project - 2021 (Project) consists of installing 430 trash capture screens in City-owned catch basins and is the subsequent phase preceded by the prior year’s successful Phase 1 project. The trash capture screens, also known as Connector Pipe Screens (CPS), prevent trash and other debris from being conveyed downstream in the storm drain system, and allow it to be collected by Public Works Operations staff. This not only keeps Orange County beaches and waterways clean, but it also allows the City to move further toward compliance with the state mandated “Trash Provisions” requirements. Neither the screens nor the trash captured will be visible from street level and will use the existing volume within the catch basins to function as a holding area for the trash captured by the screen. City staff will remove the trash, typically on an annual basis, to prevent excessive accumulation.

Award of Contract for Catch Basin Screen Installation-2021 Project October 25, 2022

There are 2,106 catch basins in Anaheim that fall under the requirements of the Trash Provisions program. As a result of grant funding received through previous rounds of the Orange County Transportation Authority’s (OCTA) Measure M2 Environmental Clean-up Program, the City has been able to install CPS devices in 46% of the required catch basins. Subsequently, this Project is the next phase in a larger effort to comply with the Trash Provisions. With the 2021 round of funding from OCTA and this Project, the City will be able to achieve 67% compliance. It is city staff’s intent to continue applying for funding to achieve 100% compliance for as long as OCTA makes funding available. If OCTA funds are no longer available for future projects, City capital funds may be required.

Construction is scheduled to begin in late Fall 2022 and is expected to be completed in Spring 2023.

Liquidated damages are set at $800 per day.

COMMUNITY WORKFORCE AGREEMENT (CWA):

This project is not covered “Project Work” as defined in the CWA the City entered into with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions. Project Work covered by the CWA is defined and limited to all construction and major rehabilitation work listed on the Projects List (Attachment F to the CWA).

Additionally, the size and scope of this project do not meet the definition of “Project Work” as defined in the CWA; therefore, this project is exempt.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Works Department FY 2022/23 restricted Measure M2 Fund and Wastewater Fund budgets to cover the project cost and the required 20% matching funds for this OCTA Grant.

Respectfully submitted,
Rudy Emami
Public Works Director
