CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: OCTOBER 25, 2022
FROM: FINANCE DEPARTMENT
SUBJECT: RATIFY AND AUTHORIZE INCREASES TO MASTER
AGREEMENTS FOR AUTOMOTIVE TIRES
ATTACHMENT (Y/N): NO ITEM # 06
RECOMMENDATION:
That the City Council, by Motion, ratify the increase of $40,000 in the value of the current master agreement with Western Brake and Tire Auto Service Center, Anaheim, California, from a not to exceed amount of $100,000 to $140,000, to cover the increased need for replacement tires for the agreement ending November 26, 2022, and authorize a value of $300,000 for future annual master agreements.
DISCUSSION:
The Public Works Department, Fleet Services Division, is tasked with maintaining an inventory of a variety of tires for the City’s fleet of vehicles. Having replacement tires that are readily accessible supports a proactive tire maintenance program and maintains safe driving conditions for City employees. Due to increased costs related to logistics and raw materials, along with the City’s increasing fleet, the original amount of the agreement will not cover the fleet’s projected annual expense.
The cooperative contract with The Goodyear Tire & Rubber Company is currently valid through March 31, 2024. Western Brake and Tire Auto Service Center is a local authorized dealer for Goodyear tires, which have proven to meet or exceed performance and reliability while offering a wide variety of types and sizes. Authorization is requested for the Purchasing Agent to execute renewal options in accordance with terms of NASPO ValuePoint Cooperative Contract 19101, which was competitively bid and offers discounted pricing.
The increase in annual spending for the future agreements are to account for the consolidation of multiple tire agreements, increases in tire prices, and to accommodate the expected increase in the number of vehicles requiring tire replacement. Purchases would only be made on an as-needed basis. The agreements are in accordance with the terms of NASPO ValuePoint Goodyear Tires, Tubes and Services Cooperative Contract 19101.
Ratify and Authorize Increases to Master Agreements for Automotive Tires October 25, 2022
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department Fiscal Year 2022/23 Motorized Equipment Fund budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
