CITY COUNCIL AGENDA REPORT
City of Anaheim
CITY MANAGER’S OFFICE
DATE: NOVEMBER 1, 2022
FROM: CITY MANAGER’S OFFICE
SUBJECT: SISTER CITY COMMISSION REORGANIZATION (SECOND

READING)
ATTACHMENT (Y/N): YES ITEM # 12
RECOMMENDATION:

That the City Council, by Motion, adopt an Ordinance to add, amend, and repeal various sections of the Anaheim Municipal Code relating to the Sister City Commission to reflect the City’s by-district election system and other proposed reorganization methods.

DISCUSSION:

At the April 13, 2021 City Council meeting, City Council requested to agendize a review of the Sister City Commission and consider reorganizing the commission. The attached Ordinance, introduced at the October 25, 2022 City Council meeting, makes several proposed changes to Anaheim Municipal Code Section 1.04.955 to restructure the Sister City Commission.

The Sister City Commission is responsible for the growth and development of its sister cities Mito, Japan and Vitoria-Gasteiz, Spain. The commission works year round to develop Anaheim’s cultural exchange opportunities, economic development, and exploration of future sister cities.

There are currently thirteen (13) members serving on the Sister City Commission including eleven (11) appointed by City Council and two (2) from Anaheim Union High School District. Six (6) out of the eleven (11) members appointed by City Council have expired terms while the other five (5) are expected to serve through June 30, 2023.

At the direction of City Council, city staff is proposing changes that would restructure the Sister City Commission. The following is a summary of proposed changes to the Sister City Commission:

Composition
The Sister City Commission will consist of 15 members:
 Seven (7) members will be nominated by the Mayor and each City Council Member.
 Two (2) members representing a school district that serves Anaheim residents.

Appointments
 The Mayor and each member of the City Council shall have one direct nomination, with priority given first to residents residing in the district then to eligible applicants regardless of district residency.
 For the two (2) members representing school districts and six (6) at-large appointments, Mayor and Council-nominated representatives will review applications and make recommendations to City Council. These members will be appointed by a majority vote of the Council.

Removal
 Commission members may be removed by a majority vote of the City Council.

Qualifications
 Each commission member nominated by the Mayor or City Council member shall be a resident of the City of Anaheim. Nominations shall be at the discretion of the nominating official, however, for Council member appointments, priority shall be given to eligible district residents.
 At-large members may consist of other parties, including non-profit organizations, business owners, and their representatives, that have a vested interest in Anaheim and the success of the Sister City program.
 Representatives from the educational sector shall be employees or officials of schools or school districts that serve Anaheim residents.  Appointed members shall not hold any paid office or employment in the City government.

Term of Office
 Each member of the Commission nominated directly by the Mayor or member of the City Council shall serve a term that runs concurrently with the current term of the nominating official and until his or her successor is appointed and qualified.  Four of the remaining eight members (including one educational sector member) shall serve initial terms of four-years, expiring when their respective successors are appointed and qualified, with the other four members (including the second educational sector member) serving initial terms of two years, expiring when their respective successors are appointed and qualified.
