CITY COUNCIL AGENDA REPORT
City of Anaheim
CONVENTION, SPORTS & ENTERTAINMENT
DEPARTMENT
DATE: NOVEMBER 1, 2022
FROM: CONVENTION, SPORTS & ENTERTAINMENT DEPARTMENT
SUBJECT: PROFESSIONAL SERVICES AGREEMENT BETWEEN CITY OF ANAHEIM AND B&J HBK, INC. DBA BRANDOW & JOHNSTON
ATTACHMENT (Y/N): YES ITEM # 08
RECOMMENDATION:
That the City Council, by Motion, approve a Professional Services Agreement between the City of Anaheim (City) and B&J HBK, Inc. dba Brandow & Johnston (Brandow & Johnston) authorizing Brandow & Johnston to provide professional structural engineering services for a full property condition assessment report and structural engineering evaluation report of the Anaheim Convention Center’s Car Park 2 parking garage, also known as the Hilton Anaheim Hotel Parking Garage (Car Park 2), for a lump sum fee in the amount of $124,000, valid through the completion of the project; and authorize the Executive Director of the Convention, Sports & Entertainment Department to execute the Agreement and any other related documents and take any and all actions as are necessary to implement and administer the Agreement.
DISCUSSION:
Since 1994, the City has relied upon the expertise of Brandow & Johnston for inspections performed in Car Park 2. The inspections have been a means to monitor the structural condition of the parking structure. At the conclusion of each inspection, Brandow & Johnston provided a written report to the City, documenting any findings along with any recommendations for repairs, if necessary.
In July 2022, the City sought proposals from three on-call structural engineering firms to perform a full property condition assessment report and structural engineering evaluation report of Car Park 2, including a seismic evaluation of the existing parking structure and post tension cable system. Of the three firms, B&J HBK, Inc. DBA Brandow & Johnston, ABSG Consulting, and Englekirk Structural Engineers, Brandow and Johnston provided the lowest responsive bid for the project at a lump sum cost of $124,000. As the proposal exceeds the $100,000 per project not-to-exceed threshold of the on-call agreement, a separate agreement for this project is needed. If approved, the Agreement will terminate upon the completion of the project.
Agreement between the City of Anaheim and B&J HBK, Inc. dba Brandow & Johnston November 1, 2022
IMPACT ON BUDGET:
Adequate funding is available in the Convention, Sports & Entertainment Department’s FY 2022/23 budget.
Respectfully submitted,
Thomas Morton
Executive Director
Convention, Sports & Entertainment Department
