CITY COUNCIL AGENDA REPORT
City of Anaheim
HUMAN RESOURCES DEPARTMENT
DATE: NOVEMBER 1, 2022
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: ADOPTION OF A MEMORANDUM OF UNDERSTANDING
BETWEEN THE CITY OF ANAHEIM AND THE ANAHEIM
MUNICIPAL EMPLOYEES ASSOCIATION, POLICE CADET
UNIT
ATTACHMENT (Y/N): YES ITEM # 10
RECOMMENDATION:
That the City Council, by Resolution, adopt a Memorandum of Understanding (MOU) establishing the terms and conditions of employment for classifications in the Anaheim Municipal Employees Association (“AMEA”), Police Cadet Unit, effective June 25, 2022 through June 20, 2024.
DISCUSSION:
The City and the AMEA, Police Cadet Unit, reached a tentative agreement on September 29, 2022 that was subsequently ratified by the bargaining unit. This unit represents approximately 42 part-time Police Cadet positions in the Police Department. The Police Cadet classification is intended to appeal to individuals interested in gaining exposure to various aspects of police work in order to assess and prepare for a career in law enforcement.
AMEA’s previous MOU expired during the pandemic (June 2021) and in consideration of the economic climate, this unit agreed to a one (1) year term that maintained salary steps while adjusting wages to comply with State minimum wage, with the highest pay rate at $0.50/hour above minimum wage. The proposed MOU provides for pay adjustments that take into consideration market rates that accurately reflect the duties and responsibilities of the classification. Police Cadets perform a variety of law enforcement functions including, but not limited to, obtaining information from victims and witnesses, completing police reports, parking enforcement, and traffic control.
Substantive changes in the proposed MOU include a two (2) year term, wage increases that reset the starting pay rate competitively above the 2023 minimum wage, and adding a fourth step set at $19.67/hour. The tentative agreement also provides clarifying or new language on other issues of employment related to length of time in the program, time- in-service for step advancements, military leave, and provisions related to maintaining Adoption of Memorandum of Understanding between the City of Anaheim and the AMEA, Police Cadet Unit November 1, 2022
effective employer-employee relations. A red-line copy of the MOU reflecting the agreed changes is included with this report.
Staff continues to review similar classifications for consideration by Council at a future meeting.
IMPACT ON BUDGET:
The impact of the AMEA Police Cadet Unit MOU is estimated to be $163,000 in Fiscal Year 2022/2023 and $179,000 in the second fiscal year of the agreement. The Police Department has sufficient funding in its Fiscal Year 2022/2023 General Fund budget to support this recommendation.
Respectfully submitted,
Linda N. Andal
Human Resources Director
