CITY COUNCIL AGENDA REPORT
City of Anaheim

OFFICE OF THE CITY ATTORNEY
DATE: NOVEMBER 1, 2022
FROM: OFFICE OF THE CITY ATTORNEY
SUBJECT: AGREEMENT WITH WEST, A THOMSON REUTERS

BUSINESS, FOR ONLINE LEGAL RESEARCH SERVICES

AND LEGAL PUBLICATIONS
ATTACHMENT (Y/N): YES ITEM # 09
RECOMMENDATION:

That the City Council, by Motion, waive Council Policy 4.0 and approve an agreement with West, a Thomson Reuters Business, in an amount not-to-exceed $175,000, for continued receipt of online legal research services and legal publications for a three year term, and authorize the City Manager to execute, implement, and administer the agreement.

DISCUSSION:

The City Attorney's Office conducts legal research primarily through a subscription to Westlaw (West Proflex) online legal research services, legal form builder, electronic jury instructions, and publications. The subscription also provides access to legal training including courses that meet the requirements for the minimum continuing legal education (MCLE) required by the California State Bar for attorney licensing. West, a Thomson Reuters Business, is proposing a subscription contract for a three year term beginning on November 1, 2022, inclusive of new publication titles and proprietary trial preparation application.

The Westlaw application is the only online legal research resource with application programming interface (API) in the City Attorney case management systems and is the only product that meets the Department’s minimum functional specifications. Westlaw has a direct interface and integration with the City Attorney’s matter and records management system ProLaw, by Thomson Reuters, and criminal case management system, Prosecution by Karpel. Westlaw’s programming interface capability satisfies Council Policy 4.0 as a sole source product for the City Attorney’s Office, as it has an exclusive partnership with ProLaw and Karpel applications for the interface.

AGREEMENT WITH WEST, A THOMSON REUTERS BUSINESS, FOR ONLINE LEGAL RESEARCH SERVICES AND

LEGAL PUBLICATIONS
IMPACT ON BUDGET:

Adequate funds are available in the City Attorney's FY 2022/23 Budget.

Respectfully submitted,
Robert Fabela
City Attorney
