CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: NOVEMBER 15, 2022
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: AMENDMENT NO. 1 TO ENGINEERING SERVICES
AGREEMENT WITH ARDURRA GROUP, INC. FOR THE

LINCOLN AVENUE WIDENING PROJECT FROM EAST

STREET TO EVERGREEN STREET
ATTACHMENTS (Y/N): YES ITEM # 22
RECOMMENDATION:

That the City Council, by Motion, approve Amendment No. 1 to the Engineering Services Agreement (Agreement) with Ardurra Group, Inc. formerly known as Anderson Penna Partners, Inc. (Ardurra), increasing the Agreement not-to-exceed amount to $842,442, for the Lincoln Avenue Widening Project from East Street to Evergreen Street (Project) and authorize and direct the Director of Public Works to execute the Amendment and to take any and all actions as are necessary to implement and administer the Agreement.

DISCUSSION:

On April 12, 2016, the City Council approved the Design and Engineering Services Agreement with Ardurra, in an amount not to exceed $727,099, for the Lincoln Avenue Widening Project from East Street to Evergreen Street. The Project will widen Lincoln Avenue from four to six lanes within the project limits to match the six lanes at the west end of the project and improve the arterial’s level of service and will make the roadway consistent with the City’s General Plan Circulation Element and County Master Plan of Arterial Highways. Other improvements include installing a traffic signal at La Plaza, construction of ADA compliant sidewalks and ramps, driveway approaches, curb and gutter, bus pads, drainage improvements, landscaped medians and parkways, a rehabilitated street, new signing, and striping.

Amendment No. 1 is required for additional services not covered under the original Agreement with Ardurra. As the Project progressed through the design and right-of-way phases over the past six years, significant redevelopment in the corridor created conflicts with utility lines and frontage improvements that require some redesign. Additionally, plans need to be updated after extensive right of way negotiations and recent updates to design standards. Compensation for the additional services in Amendment No. 1 is $92,274 plus a contingency of $23,069, resulting in a not-to-exceed amount of $842,442.
