CITY COUNCIL AGENDA REPORT
City of Anaheim

HUMAN RESOURCES DEPARTMENT
DATE: NOVEMBER 15, 2022
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: PROFESSIONAL SERVICES AGREEMENT FOR

BACKGROUND INVESTIGATION SERVICES PROVIDERS
ATTACHMENT (Y/N): YES ITEM # 18
RECOMMENDATION:

That the City Council, by Motion, approve agreements with RCS Investigations & Consulting, LLC and Oracle Investigations Group, LLC, for pre-employment background investigations for a three year period, with an option to renew for one additional year in an amount not to exceed $325,000 per year for RCS Investigations & Consulting, LLC and $250,000 per year for Oracle Investigations Group, LLC; and authorize the Human Resources Director, or designee, to execute the agreements, renewal options, and other related documents and to take the necessary actions to implement and administer the agreements.

DISCUSSION:

On July 18, 2022, the City issued a Request for Proposal (RFP) for pre-employment background investigation services and included the additional scope of administrative investigations and consulting and training services. The RFP resulted in responses from six qualified background investigative firms. Representatives from the departments of Police, Fire & Rescue, and Human Resources conducted a thorough review of all proposals and held interviews rating each response based on experience, knowledge of public safety, firm background and references, and delivery of timely service. The evaluation team selected RCS Investigations & Consulting, LLC and Oracle Investigations Group, LLC based on their ability to meet all required criteria as well as significant experience in the area of background investigative services with other law enforcement agencies.

RCS Investigations and Consulting, LLC has contracted with the City since 2006. Oracle Investigations Group, LLC has over twelve years of experience in providing investigative services with multiple municipalities in the Southern California region.

In compliance with the Commission on Peace Officer Standards and Training (POST), the City must conduct a thorough background investigation of Police and Fire candidates who pass various screening processes. Given the increased recruitment in both Police and Fire, as well as the anticipated recruitment based on new positions, promotions, and Professional Services Agreement for Background Investigation Services Providers November 15, 2022

attrition, staff recommends two (2) firms to handle the high volume of candidates to ensure more expedient and efficient hiring of new employees.

The City will also use the contracts to conduct pre-employment reference and background checks for certain non-sworn classifications, such as ambulance operators and executive management positions.

IMPACT ON BUDGET:

Pre-employment background investigations and other related services have been budgeted in each departments’ FY 2022/2023 budget.

Respectfully submitted,
Linda N. Andal
Human Resources Director
