FROM: FINANCE DEPARTMENT
SUBJECT: ACCEPTANCE OF BID FOR SPORTS FIELD MAINTENANCE
SERVICES FOR WEST & SOUTHWEST CITY PARKS
ATTACHMENT (Y/N): NO ITEM # 08
RECOMMENDATION:
That the City Council, by Motion, accept the bid from Major League Infields, Inc., in the amount of $147,600 plus a 15% contingency, to provide as-needed sports field maintenance services for a one-year period with up to four one-year optional renewals; and authorize the Purchasing Agent to exercise the renewal options, all in accordance with Bid #9620.
DISCUSSION:
Purchasing solicited bids from known contractors and posted the bid on the City’s bid portal. Sealed bids were received by 2:00 p.m., October 18, 2022, from the following contractors and were publicly opened immediately thereafter.
Bidder Total Bid Major League Infields, Inc. $ 147,600
Fullerton, California
The bid was based on as-needed services for a qualified sports field contractor to maintain up to 17 sports fields located in West and Southwest City parks (including Brookhurst Stadium). Sports field maintenance services include, but are not limited to, brick dust/clay infield, watering, leveling, dragging, and lining the softball/baseball fields, along with infield/outfield preps, field layouts & striping of football and soccer sports fields for all levels of play (little league, youth/adult sports, and high schools).
The bid was posted and seven athletic field and landscaping firms reviewed the bid.
Only four bidders attended the mandatory job walk. Of these firms, only one bid was submitted. When other potential bidders were contacted, they indicated they were short staffed due to other commitments or would not have been competitive.
Acceptance of Bid for Sports Field Maintenance Services November 15, 2022
The term of the agreement will be for a one-year period with up to four one-year optional renewals. Unit pricing is fixed for the initial one-year base period. Pricing for the renewal periods shall be negotiated each year with any increases not-to-exceed the change in the Consumer Price Index (CPI) for the L.A.-Long Beach-Anaheim areas for the preceding 12-month period. The 15% contingency is recommended to provide the ability to address any unforeseen service requirements that may arise during the term of the agreement.
IMPACT ON BUDGET:
Sufficient funds are available in the Community Services Department’s Fiscal Year 2022/23 General Fund budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Barrick L. Bartlett Sjany Larson-Cash
