The bids are based on the cost of providing specific network equipment including switches, switch modules, licenses, and multi-year maintenance and support agreements.

The networking components will be used for the City’s Disaster Recovery (DR) solution, which will establish infrastructure which can be activated to support critical applications for City operations in the event of a disruption or incapacitation of the City’s onsite data center.

The bid consisted of specific quantities of hardware appliances and supporting software and services. The bid also contained requirement that the bidders have the highest level partnership with the manufacturer in order to support and maintain an investment of this size. Although there are still some supply chain challenges for this type of equipment, placing the order before the end of November puts the City in line to receive the product in the most expeditious manner possible. The bid was posted and over 600 vendors received notification of the bid opportunity. A total of 49 companies reviewed the bid.

The award recommendation is made to the responsive company who offered the lowest overall pricing for the specified products. The equipment is part of the Information Services Infrastructure capital purchases being advanced in schedule to mitigate growing risks and vulnerabilities in the City’s computing environment. The total amount of the purchase will be funded through the Master Equipment Lease/Purchase Agreement with Banc of America Public Capital Corporation (BAPCC), which was approved by the City Council on March 1, 2022.

IMPACT ON BUDGET:

Sufficient funds are available in the Finance Department’s Fiscal Year 2022/23 Information Services Capital Improvement budget which includes the BAPCC financing proceeds.

Respectfully submitted, Concurred by,
Barrick L. Bartlett Deborah A. Moreno
Purchasing Agent Finance Director/City Treasurer
