CITY COUNCIL AGENDA REPORT
City of Anaheim

POLICE DEPARTMENT
DATE: NOVEMBER 15, 2022
FROM: POLICE DEPARTMENT
SUBJECT: ADOPT THE TECHNOLOGY PROVIDED BY AXON
ENTERPRISES, INC. AS THE INTEGRATED PLATFORM

ENTERPRISE SYSTEM FOR USE BY THE ANAHEIM POLICE

DEPARTMENT
ATTACHMENT (Y/N): YES ITEM # 16
RECOMMENDATION:

That the City Council, by Motion, waive Council Policy 4.0 and approve the adoption of the integrated technology platform provided by Axon Enterprises, Inc. (Axon) as the sole enterprise system used by the Anaheim Police Department (APD) for their storage of data and evidence, body-worn cameras, Taser Electronic Incapacitation Devices (EID), unmanned aerial systems (UAS), and other related network solution systems and equipment; and authorize the Purchasing Agent to execute the Agreement in substantially the form attached hereto, subject to review and approval by the City Attorney’s Office, and other required documents with Axon with a not to exceed amount of $10,137,642.92 over the seven year term; and authorize the Chief of Police to take any actions necessary to implement such agreement.

DISCUSSION:

Axon Enterprise, Inc. is the current vendor of the APD’s Tasers, Body Worn Cameras (BWCs), and Drones. In September 2014, the City Council approved APD’s request to purchase 250 Taser International Axon body-worn cameras, related equipment, licensing, and support services. In June 2015, the City Council approved the purchase of additional body-worn cameras and authorized the Purchasing Agent to make future purchases of this equipment and related services, renew the maintenance and support agreements, and execute any and all documents necessary to complete the transactions.

In September 2019, the City Council approved the APD’s request to purchase 415 Taser 7 electronic incapacitation devices (EID) and related accessories and services for a five- year agreement term.

Body-Worn Cameras
The capture of video evidence during police-related contacts has dramatically enhanced APD’s capability of gathering and preserving evidence and has served as an additional layer of transparency by providing a more detailed and accurate account of events.

Axon body-worn cameras have proven to be an invaluable record of statements, physical evidence, and actual events during and immediately following crimes in progress and other critical incidents.

Taser Electronic Incapacitation Devices (EID)
The Taser EIDs are a highly capable force option for APD’s sworn officers to bring to bear when overcoming resistance, dealing with combative suspects, and as a less lethal tool to prevent injury to suspects and officers. This device is incorporated into APD’s enhanced use of force training focusing on de-escalation and dynamic decision-making.

It is an essential tool in meeting APD’s objective of handling highly dynamic incidents and overcoming the violent actions of others with the minimal amount of force necessary.

New Features
The proposed 7-year contract incorporates all agreements currently in place with Axon Enterprise, Inc. for body-worn cameras, Taser EIDs, and unmanned aerial systems (UAS), as well as several new features. The contract is structured to reflect 457 body- worn camera users, 415 Taser EIDs, 31 UAS Pilots, 15 Fleet 3 systems, and 9 Interview Rooms. Axon now offers an all-inclusive Officer Safety Plan (OSP 7+) bundled solution which provides APD with the latest equipment, including hardware and software upgrades throughout the length of the contract, accessories, training programs, 24/7 customer support, warranties, the evidence.com portal, which is cloud-based for data storage and sharing, and a Virtual Reality training suite. The services offered through Axon OSP 7+ are a network solution that allows all Axon systems to connect and integrate seamlessly. This contract includes the following new services to APD under the OSP 7+ Premium Service:

Unlimited Third-Party Storage will allow the police department to store all third-party data on Evidence.com.

Signal Sidearm Activation Devices captures viral footage by adding a sensor to the officer’s holster that alerts their body-worn camera to start recording when a firearm is unholstered.

Performance streamlines supervisor reviews and measures the body-worn camera policy performance in near real-time and identifies areas to improve training.

Unlimited Auto Transcription allows APD to create transcripts quickly and accurately of any audio/video evidence, including body-worn video, in-car video, interview room, video, CCTV, audio recordings, etc. It allows for a quick scan or search by keyword to a time-synced auto-transcript of important moments and auto-transcribing multiple videos/audio files simultaneously, freeing up resources. Axon Auto-Transcribe is fully CJIS compliant and encrypted.

Redaction Assistant cuts down redaction work significantly by automatically detecting and tracking the screens, license plates, and faces in a video.

Citizens for Communities will allow APD to invite individual witnesses or the entire community to submit photos and videos of an incident directly to the department to aid investigations.

Respond for Devices (GPS, Live Alerts) and Respond for Devices + (Live Stream, Priority Offload) provide real-time situational awareness through Axon devices.

Respond integrates location data and video feeds from Axon devices to give a complete picture of evolving situations on any device anywhere. Respond works seamlessly with Axon Body 3 cameras, Air Drones, and the Fleet 3 in-car video system.

Third-Party Video Support incorporates video conversion and playback tools in Axon Evidence, and allows APD to review, store, and organize video evidence from many sources.

Records Lite (Standards) Use of Force Reporting module is designed to streamline report-writing for high-risk officer-involved events such as use-of-force, and provide clear task delegation and automated reminders with a robust data management capability.

Axon Records provides automated workflows related to creating reports, responding to calls for service, engaging with community members, and bringing criminals to justice.

Virtual Reality (VR) Training Package includes 19 VR headsets, seven VR controller kits, and one on-site professional services support day. Axon VR represents the future of public safety training by providing immersive de-escalation training that ultimately makes communities and officers safer.

Axon Air (Drone) includes 31 Air Pilot Licenses, seven Class 1 Unmanned Aerial Systems (UAS) and two Class 2 UAS Licenses, and Axon Air Remote Operations On- Boarding Training for the APD Drone Program.

Axon Fleet 3 Advanced includes 15 Axon Fleet 3 Advanced Licenses, installation, unlimited storage, hardware warranty, and upgrades. The system consists of a dual-view camera that captures video evidence, a 4K Automated License Plate Recognition (ALPR) camera, ALPR hot lists, and live streaming location updates with Respond. The Fleet 3 system is being provided to the City at no cost.

Axon Interview Rooms includes nine upgraded interview rooms with hardware warranty and installation. The system consists of capture video, tag with metadata, auto transfer to Evidence.com, redundant recording with unlimited storage, and touch screen software to quickly enter metadata. The interview room system will be directly linked to the Evidence.com digital evidence management system allowing the automatic uploading and tagging of interviews into case files. The Axon Interview Room system is being provided to the City at no cost.
