CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: NOVEMBER 15, 2022
FROM: FINANCE DEPARTMENT
SUBJECT: CARRYOVER APPROPRIATIONS FROM PRIOR YEAR FOR
ONGOING PROJECTS
ATTACHMENT (Y/N): YES ITEM # 05
RECOMMENDATION:
That the City Council, by Motion, approve carryover expenditure appropriations of $121,171,238 from FY 2021/22 to FY 2022/23, as set forth below, for projects previously approved by the City Council but not completed.
DISCUSSION:
Each year, as part of the fiscal closing process, appropriations are requested to be carried over when funds that were budgeted in the prior fiscal year for a specific purpose were not spent or formally encumbered. For example, a street improvement project that was budgeted may not have been completed, or the contract awarded, by year-end. In order to meet the obligations for which the funds were intended, the appropriations are requested to be carried forward to the subsequent fiscal year. The expenditure carryover requests for FY 2022/23 total $121.2 million, of which $1.0 million is in the General Fund. The General Fund request is primarily for restricted grants related to the Certified Unified Program Agencies (CUPA) and Senior Mobility programs.
Approximately 99.7%, or $120.9 million, of the requests are from restricted sources and are funded by revenues. The remaining requests are related to neighborhood improvements. The attached schedule outlines the amount and description of the FY 2021/22 funds requested for re-appropriation.
Unspent appropriations for which funds were encumbered through approval of a contract or issuance of a purchase order prior to the end of the fiscal year are not included in this request. These legal encumbrances have been carried over administratively.
Carryover Appropriations from Prior Year for Ongoing Projects November 15, 2022
IMPACT ON BUDGET:
The recommended action will increase the FY 2022/23 expenditure appropriations by $121,171,238, including $1,019,552 in the General Fund, which is primarily from restricted funding sources.
Respectfully submitted,
Deborah A. Moreno
Finance Director/City Treasurer
