City of Anaheim
PLANNING AND BUILDING DEPARTMENT
DATE: NOVEMBER 15, 2022
FROM: PLANNING AND BUILDING DEPARTMENT
SUBJECT: RECLASSIFICATION FOR 1200-1320 SOUTH ANAHEIM
BOULEVARD, 200 EAST BALL ROAD, AND 1207 SOUTH
CLAUDINA STREET (DEVELOPMENT APPLICATION NO.
2021-00123) (SECOND READING)
ATTACHMENT (Y/N): YES ITEM # 31
RECOMMENDATION:
That the City Council, by Motion, take the following actions related to the approval of a mixed-use project located at 1200-1320 South Anaheim Boulevard, 200 East Ball Road, and 1207 South Claudina Street:
1) Adopt an ordinance, approving a Reclassification to establish the Mixed-Use (MU) Overlay zone on the subject property.
2) Determine that the proposed Reclassification (DEV2021-00123) was adequately analyzed pursuant to the Mitigated Negative Declaration approved in conjunction with the project.
DISCUSSION:
On November 1, 2022, the City Council approved the proposed mixed-use project on a 4-2 vote (Councilmembers Moreno and Valencia voting no). In conjunction with the approval, the City Council introduced an ordinance to reclassify the property to establish the Mixed-Use Overlay zone on the subject property.
All environmental impacts associated with the proposed project were analyzed in the Initial Study and associated Mitigated Negative Declaration approved for the project.
The second reading and adoption of the subject ordinance would approve the proposed reclassification. If adopted, the reclassification would become effective on December 15, 2022.
Mixed-Use Development Project (Development Application No. 2021-00123) November 15, 2022
IMPACT ON BUDGET:
The final sale price for the property is $24,425,000. However, the net proceeds to the City General fund after disbursement to local taxing entities and repayment of the Housing Authority is estimated to be approximately $8.4 million, notwithstanding associated closing costs. The City will receive a one-time payment after the close of escrow. The costs associated with this hearing will be incurred by the project applicant.
Respectfully submitted,
Ted White
Planning and Building Director
