*Note: Bid totals shown without cost of line item #22 – line item #22 is for the markup percentage for supplied material, this line item resulted in several bidders making errors, therefore that item was not awarded.

The bid was based on providing annual inspection and tagging to approximately 3,000 portable fire extinguishers from vehicles and over 100 sites located throughout the City.

Additional services include periodic hydrotesting, as-needed repairs, as well as replacement parts, recharging, and disposal of units when necessary. Bidders were asked to provide fixed pricing for services, a markup percentage for as-needed materials, as well as an hourly rate for repairs should they be necessary due to unforeseen circumstances. These services are required to maintain these life saving devices in accordance with the Office of the State Fire Marshal’s performance standards and to ensure that this equipment is kept in optimal operating condition should the need arise.

The term of the agreement will be for a one-year base period with up to four one-year optional renewals. Unit pricing is fixed for the initial one-year base period and will be negotiated each year of the renewal periods, but may not exceed the change in the Consumer Price Index (CPI) for the Los Angeles, Long Beach, and Anaheim, California areas for the preceding 12-month period. A 20% contingency is recommended to allow for additional services should the need arise during the term of this agreement.

IMPACT ON BUDGET:

Sufficient funds are available in the Public Works Department’s Fiscal Year 2022/23 Office Maintenance and Equipment Fund budget. Funding for subsequent years will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Barrick L. Bartlett Rudy Emami
Purchasing Agent Public Works Director
