ATTACHMENT (Y/N): YES ITEM # 20
RECOMMENDATION:

That the City Council, by Motion:
1) Approve the City of Anaheim’s (City) Task Order related to the Master Professional Services Agreement (Agreement) between the Southern California Public Power Authority (SCPPA) and K2 Fabrication, Inc. dba K2 Design and Fabrication for professional services in a not-to-exceed amount of $1,500,000 with a 15% contingency for extra services, if needed; and 2) Authorize the Public Utilities General Manager, or designee, on behalf of the City, to approve task orders and any other related documents and take any and all actions as are necessary, required, or advisable to fund, participate, and administer the City’s Task Order.

DISCUSSION:

At their meeting on October 26, 2022, the Public Utilities Board recommended that the City Council approve these actions.

As utilities in California are following state-mandated sustainability initiatives, Anaheim Public Utilities (APU) is planning the development of the Sustainability Education Center (SEC) to help customers reduce their carbon footprint. The new facility will feature efficiency technologies, host seminars, provide STEM-related career pathways, and provide utility-related programming. The SEC will demonstrate sustainable resources, energy storage, electric vehicle charging, drought resilience, and how water and electricity get to Anaheim homes and businesses.

The SEC will be located on Vermont Avenue and Rose Place and the preliminary design and scope development is near completion. Community feedback has been solicited from nearby residents and schools to better understand their interests in the SEC. A primary focus has been on creating more opportunities for Anaheim students and residents to obtain careers in engineering, construction, environmental science, and data Approve Participation in a Master Professional Services Agreement Between the Southern California Public Power Authority and K2 Design and Fabrication for Sustainability Educational Exhibit Design and Fabrication November 15, 2022

analytics through exposure to the various fields in the utility industry. By collocating electric and water educational displays with a classroom setting, the SEC will provide another pathway into APU careers.

Other utilities have similar facilities in their respective service territories such as Southern California Edison’s Energy Education Centers and Sacramento Municipal Utility District’s Museum of Science & Curiosity. Based on interest from other municipal utilities, on November 8, 2021, SCPPA, a Joint Powers Authority consisting of twelve public power agencies, initiated a Request for Proposal (RFP) for exhibit design, fabrication, and installation services that included a competitive bidding process for the following services:
 Plan, design, and maintain exhibits and interactive displays to demonstrate utility programs and services;
 Fabricate exhibits and supporting signage;
 Provide all related hardware, software, support, and warranties for materials; and  Provide all related programming software to operate and use the exhibit materials.

Two responses to the RFP were received and reviewed by an industry panel. Responses were evaluated in accordance with the qualification-based selection process required by City Council Policy 4.1 to determine the highest ranked proposals. This criteria included the qualifications of the consultant, their ability to perform the work, demonstrated success, and techniques to be used. APU further requested that language translation into Spanish be available on interactive displays. The firms were ranked as follows:

Firm Rank
K2 Design & Fabrication 1
Corona, CA
PERC Water Corporation 2
Fountain Valley, CA
K2 Design and Fabrication (K2) was selected as the top candidate based upon their highly relevant professional experience and technical knowledge. Similar projects completed by K2 include Southern California Edison’s House of the Future, Water Replenishment District Interactive Displays, and the Long Beach Aquarium of the Pacific Interactive Displays. Based on the anticipated scope of work to design, fabricate, and install energy and water displays, APU is recommending an award amount of up to $1.5 million with a 15% contingency.

Funding will be provided through APU’s public benefit funds collected as a result of Assembly Bill 1890 to support energy efficiency, research and development, income qualified programs, and renewable technologies, supplemented by state emission credits from zero emission vehicle charging. APU is also applying for additional funding through federal and state grants that would offset a portion of the costs. Upon completion of preliminary scoping and design, final design and construction is anticipated to be issued for competitive solicitation in Spring 2023 with construction expected to begin in early 2024.
