CITY COUNCIL AGENDA REPORT
City of Anaheim

HOUSING AND COMMUNITY DEVELOPMENT

DEPARTMENT
DATE: NOVEMBER 15, 2022
FROM: HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: APPROVE A PROFESSIONAL DESIGN SERVICES AGREEMENT WITH RDC-S111, INC. FOR THE STORE ONE FOOD INCUBATOR

AND JOB TRAINING CENTER PROJECT
ATTACHMENT (Y/N): YES ITEM # 21
RECOMMENDATION:

That the City Council, by Motion, approve a Professional Design Services Agreement (Agreement) with RDC-S111, Inc., in substantial form attached hereto, in the amount of $964,581, to design and engineer the Store One Food Incubator and Job Training Center (Project); and direct and authorize the Director of Housing and Community Development or her designee, to execute and administer the Agreement and any other related documents, and take such actions as are necessary to implement the Agreement on behalf of the City.

DISCUSSION:

In September 2017, the City Council approved the purchase of the property located at 718- 722 N. Anaheim Blvd, which served as the original Northgate González Market.

Subsequent to the acquisition, city staff has been diligently working with a wide range of community partners and potential program operators to define the vision and programmatic plan for the community’s reuse of the original Northgate Market. In addition, city staff has worked to identify potential funding opportunities to develop the space. The project site, which is now referred to as Store One, will be a food-based, small business incubator and job training resource center that will address several important community needs.

On September 28, 2021, City Council approved the filing of an application to the Federal Economic Development Administration (EDA) for an Economic Adjustment Assistance Grant, funded by the American Rescue Plan Act of 2021, for the necessary capital improvements of the Project. The EDA grant process was highly competitive. Based on the merits of our proposal and the extensive planning that has gone into developing the vision for this site, the City application was successful and a grant in the amount of $3 million has been awarded by the EDA for development of Store One. The EDA grant supplements the previously allocated $1 million from the city’s General Fund and $1 million of Community Development Block Grant funds. An additional $1 million in Community Development Block Grant COVID (CDBG-CV) funds have also been Professional Design Services Agreement with RDC-S111, Inc. for the Store One Food Incubator and Job Training Center Project November 15, 2022

allocated to the project to help support the economic recovery from the pandemic and provide upward mobility opportunities in one of the City’s most disadvantaged areas.

Now that significant capital funding has been secured, this project can advance to the design and engineering phase, which includes development of preliminary design documents, construction documents, and permit applications resulting in approved building plans for use in the public construction bidding process. As a result, in August 2022, staff issued a Request for Proposals (RFP) to solicit consultant firms to provide professional design services for the capital improvements. Respondents were asked to provide an overview of their respective firms, relevant project experience, an outline of sub-consultants, scope of work and cost estimates to complete construction documents, and to provide project administration services during the bidding and construction phases.

Proposals were received from the three architectural firms listed below:

Lead Consultant Total Fee
HGW Architecture $845,697
RDC-S111, Inc. $964,581
SVA Architects $535,000
A panel of city staff reviewed and rated all proposals based on the criteria outlined in the RFP. Respondents were also given the opportunity for an oral interview to provide greater context to their submissions. Through this process, RDC-S111, Inc. was deemed to be the most qualified and responsive firm based on their understanding of the site, prior experience with similar federally funded projects, staff qualifications, and overall scope of work. Their proposal demonstrated the firm’s distinct familiarity and work experience with local governments, including Anaheim, and ability to deliver projects that involve multiple stakeholder and community groups, including non-profit and philanthropic organizations.

Additionally, their proposal included an expedited timeline for completion of the construction plans, which is necessary to meet the EDA grant implementation timelines.

Staff recommends the approval of a Professional Services Agreement with RDC-S111, Inc., in an amount of $964,581, to advance plans for the development of the Store One Project.

IMPACT ON BUDGET:

Sufficient funds are included in the Housing and Community Development Department’s FY 22/23 Capital Improvement Program budget.
