CITY COUNCIL AGENDA REPORT
City of Anaheim

CONVENTION, SPORTS & ENTERTAINMENT

DEPARTMENT
DATE: NOVEMBER 15, 2022
FROM: CONVENTION, SPORTS AND ENTERTAINMENT
DEPARTMENT; AND OFFICE OF THE CITY ATTORNEY
SUBJECT: ISSUANCE OF A REQUEST FOR PROPOSAL FOR A FULL

PROPERTY CONDITION REPORT OF ANGEL STADIUM
ATTACHMENT (Y/N): NO ITEM # 35
RECOMMENDATION:

That the Council, by Motion, direct staff, in anticipation of potential litigation, to issue a Request for Proposal (RFP) for a full property condition assessment report of Angel Stadium in accordance with the 1996 Lease obligation for it to be maintained at a level at least equal to first class professional baseball stadiums.

DISCUSSION:

On October 25, 2022, at Councilmember Jose Moreno’s request, the Council reviewed and discussed the obligations of Angels Baseball for upkeep and maintenance of Angel Stadium under the existing 1996 Lease (“Lease”) between the Angels Baseball LP and the City. At that same Council meeting, Councilmember Moreno agendized for the November 1, 2022 meeting, a closed session discussion regarding the merits of enforcing the Lease’s maintenance obligations against the Angels.

At the November 1 meeting, Councilmember Moreno also agendized an action item directing City staff to issue an RFP to conduct a property condition and structural assessment of Angel Stadium to determine its conditions and adherence to the maintenance and upkeep obligations of the Lease.

IMPACT ON BUDGET:

There is no budgetary impact. Appropriations would be agendized, at a future date, for any agreement to be considered.

Respectfully submitted,
Tom Morton
Executive Director
Convention, Sports & Entertainment
Robert Fabela
City Attorney
