CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: NOVEMBER 15, 2022
FROM: FINANCE DEPARTMENT
SUBJECT: RATIFY PURCHASE OF THREE PIERCE FIRE ENGINES
ATTACHMENT (Y/N): NO ITEM # 11
RECOMMENDATION:
That the City Council, by Motion, waive the bidding requirement of Council Policy 4.0 and ratify the purchase of three Pierce fire engines from South Coast Fire Equipment, Inc., in the amount of $2,784,350.92 (which includes all applicable taxes and fees), for the Anaheim Fire & Rescue Department (AF&R). This purchase was made utilizing a cooperative purchase agreement established by the Houston-Galveston Area Council (HGAC). That agreement was awarded to Pierce Manufacturing and the purchase is being made through their local authorized reseller as allowed by the terms of the agreement.
DISCUSSION:
The three new fire engines are being purchased to replace older model units from the AF&R reserve fleet. Three Type 1 engines, with one as old as 22 years, will be removed from service. It has become a challenge to find parts to fix these older vehicles with downtime as much as 3-5 weeks. The new purchase will allow other units to be moved to the reserve fleet when these new units are received and are put into service.
The purchase was made prior to City Council approval for multiple reasons. A November 1, 2022 manufacturer price increase would have increased the total cost of the three units by over $150,000. Also, the delivery time for these new fire engines is projected to take up to 32 months where only last year the lead time was 18 months.
Therefore an order was placed to take advantage of current prices and to reserve a spot in the production schedule. Payment for these units will not be made until after final receipt. Purchasing included language in the purchase order that will allow the City to rescind the order if the Council does not ratify the purchase.
AF&R is requesting the purchase of Pierce equipment to be consistent with other recently purchased apparatus, and because Pierce manufactures their own fire pumps, cab, chassis, and bodies, which minimizes out of service time for warranty work.
Standardizing on Pierce fire apparatus provides several additional benefits to AF&R including the use of Pierce’s proprietary pump design that provides more available space on the truck, a web-based maintenance site customized for our apparatus, and cab Ratify Purchase of Three Pierce Fire Engines

configurations common with our other trucks, to enable more efficient operation. This consistency also makes maintenance performed by City personnel more efficient.
The HGAC agreement was competitively bid in accordance with Texas municipal codes for competitive sealed bids. These fire engines will be based on the model year chassis at the time of construction, which is projected to be during the 2024-25 year, but will otherwise be identical in all build out specifications to the most recent matching engine purchases made over the last two years.
IMPACT ON BUDGET:
Funding for these purchases will come from the Public Works Department’s Fleet & Facilities Motorized Equipment Fund budget for Fiscal Year 2022/23.
