CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: DECEMBER 20, 2022
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVAL OF POLICE DEPARTMENT TOWING SERVICE

AGREEMENTS
ATTACHMENT (Y/N): YES ITEM # 18
RECOMMENDATION:

That the City Council, by Motion, accept the proposals and approve four new Agreements with Standard Enterprises, Inc. dba To’ and Mo’ Towing; P & H Enterprises, Inc. dba Anaheim Fullerton Towing Company; Pacific Towing, Inc.; and Country City Towing, Inc. for vehicle towing and associated services for the Police Department, commencing on January 1, 2023, for a one year period with up to four one- year optional renewals; and authorize the Chief of Police to execute the Agreements on behalf of the City and take the necessary actions to implement and administer the Agreements, including exercising the renewal options on behalf of the City.

DISCUSSION:

Purchasing issued a Request for Proposal (“RFP”) #9607 to all interested towing companies on July 21, 2022. Proposals were received by 2:00 p.m., Wednesday, August 24, 2022 from seven towing companies, which were publicly opened immediately thereafter.

The Police Department uses contracted towing services to tend to disabled, illegally parked or abandoned vehicles, remove vehicles from a traffic collision and perform clean-up as required, as well as to impound vehicles involved in criminal investigations.

The RFP required the interested parties to meet minimum specifications in order to be considered for award, including: a business location within the Anaheim city limits that is staffed from 8:00 a.m. to 5:00 p.m., Monday through Friday (except City recognized holidays); dispatch capabilities 24 hours a day, seven days a week, 365 days a year; a 15 minute response time for normal tow requests, or within 45 minutes when a large capacity tow vehicle is required; uniformed drivers; have an acceptable, secure storage area capable of holding at least 100 vehicles with proper spacing in between with a separate, enclosed, and secure evidence hold area; possess the required classes of tow vehicles and drivers with appropriate licenses and endorsements who possess good driving records; and no contracted towing service or applicant shall be directly involved in the towing related business of any other contracted towing service or applicant within the City of Anaheim.

Approval of Police Department Towing Service Agreements December 20, 2022

Page 2 of 2 ends

These Agreements will be utilized on a rotational basis, with calls for service managed by the Anaheim Police Department. All towing fees and/or daily storage charges for all participating towing services must be in compliance with California Vehicle Code Section 22658(i) and with the rates established by the Anaheim Tow Board.

A review of all seven proposals was performed to determine if each complied with the requirements of the RFP and met the minimum qualifications. Once that was completed, an evaluation committee reviewed and scored the proposals in seven keys areas as outlined in the RFP. The review included the proximity of the primary location to the main Police station; method of dispatch; size of facility, access, and security; size and security of evidence hold area; business practices including customer service; company experience and references; record retention and billing issues; and the type, quantities, and condition of the towing equipment. Each company was scored by each evaluator.

Purchasing received the scores from each evaluator and calculated the total score for each company and their ranking.

The Police Department recommends contracting with four Anaheim towing companies, which is the same number that have provided services to the City over the previous five year period. This number of providers was selected to provide sufficient capacity to handle the volume of towing services required annually. This report recommends that the four highest ranked companies receive agreements for the next year.

IMPACT ON BUDGET:

There is no budgetary impact. All fees, charges, and expenses, and the collection thereof, are the responsibility of the participating tow companies. There are no charges to the City for these towing services.

Respectfully submitted, Concurred by,
Barrick L. Bartlett Jorge Cisneros
Purchasing Agent Chief of Police
