SUBJECT: RESOLUTION TO RATIFY AND APPROVE THE SUBMITTAL OF
A GRANT APPLICATION TO THE CALIFORNIA STATE
LIBRARY FOR THE BUILDING FORWARD GRANT PROGRAM
FOR VARIOUS PROJECTS AT ANAHEIM PUBLIC LIBRARIES

RECOMMENDATION:
That the City Council, by Resolution, ratify and approve the submittal of an application for grant funds, in an amount of $517,379, to the California State Library for the Building Forward Grant Program; authorize the Community Services Director, or designee, to act as the Agent of the City on all matters concerning the Grant Program; accept such funding on behalf of the City; determine these actions are exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15306 of Title 14 of California Code of Regulations; and amend the Community Services Department’s FY 22/23 Library Grants Fund budget.
DISCUSSION:
The City of Anaheim, through the Anaheim Public Library, was awarded a grant from the California State Library’s program called Building Forward to install additional fire alarm systems for the basement of Central Library, and new air conditioning systems for Haskett, Euclid, and Sunkist Branch Libraries (Projects).
During FY 2022, the California State Library made the Building Forward grant available to give libraries the opportunity to address (1) life-safety, (2) deferred maintenance, and (3) broadband. The Library Division worked with Public Works to determine the Central Library’s need to expand its fire alarm coverage in the basement, and replace the aging air conditioning systems at the Haskett, Euclid, and Sunkist Branch Libraries.
The grant requires cash matching funds of $258,691 for the cost of the Projects. The breakdown for each award from the California State Library is as follows.

The California State Library expects the City to start reporting on the Projects in March 2023, but gives until March 31, 2026 to complete the expenditure of the funds.
IMPACT ON BUDGET:
The action will increase the Community Services Department’s revenue and expenditure budget in the Library Grants Fund by $517,379 for FY 2022/23. Adequate matching funds are available in the Public Works Department’s Facility Maintenance Fund.
