PROFESSIONAL DESIGN SERVICES (ARCHITECTURE,
LANDSCAPE ARCHITECTURE, URBAN DESIGN, AND MASTER
PLANNING)

RECOMMENDATION:
That the City Council, by Motion,
1) Approve Professional Services Agreement (Agreement), in substantial form, between the City of Anaheim and each of the following seven (7) consultants, in the not-to-exceed amount of $200,000, for on-call design services to support current and future economic development activities each for a term of two years with two additional two year extensions:
KTGY Group, Inc.; M. Arthur Gensler Jr. & Associates, Inc.; NUVIS; RDC-S111, Inc.; RRM Design Group, a California Corporation; Selbert Perkins Design; and Urban Arena, Inc.;
2) Authorize the Director of Economic Development, or designee, to execute, implement, and administer the Agreements; and
3) Authorize de minimis changes that do not substantially change the terms and conditions of the Agreements, so long as such changes are determined to be de minimis by the City Attorney.
DISCUSSION:
The Economic Development Department (Department) solicited Requests for Proposals (RFP) for on-call design services. Twenty-seven firms submitted responses to the on-call design services (architecture, landscape architecture, urban design, and master planning) RFP. On April 18, 2022, in accordance with the qualifications-based selection procurement specified in City Council Policy No. 4.1, the Department established a review panel consisting of staff from Economic Development, Public Utilities, and Housing & Community Development. The firms were evaluated based on overall experience, services available, and familiarity with relevant design services and regulations related to architecture, landscape architecture, urban design, and master planning. Staff also evaluated each firm’s proposed fees for such services. A rating system was used to determine the most responsive proposals. The top seven firms are being recommended for approval.
The Economic Development Department has numerous projects underway and forthcoming that will require design services related to architecture, landscape architecture, urban design, and master planning services. 200 S. Anaheim Blvd.

Professional Services Agreements for On-Call Design Services December 20, 2022
These agreements will ensure uninterrupted implementation of the current projects in the pipeline and future projects as needed.
IMPACT ON BUDGET:
The funds for these agreements are available in the Economic Development Department’s Fiscal Year 2022/2023 budget.
