CITY COUNCIL AGENDA REPORT
City of Anaheim

FIRE & RESCUE DEPARTMENT
DATE: DECEMBER 20, 2022
FROM: FIRE & RESCUE DEPARTMENT
SUBJECT: REQUEST FOR FUNDING FOR THE IMPROVEMENT

PROJECT AT NORTH NET TRAINING CENTER
ATTACHMENT (Y/N): YES ITEM # 09
RECOMMENDATION:

That the City Council, by Motion, authorize payment in the amount of $299,310.27 for site improvements at the North Net Fire Training Center located at 2400 E. Orangewood Avenue, Anaheim (“Training Center”), and increase the Fire & Rescue Department’s General Fund budget accordingly.

DISCUSSION:

The cities of Anaheim and Orange are partners in the North Net Training Authority (“North Net”) for joint use of the Training Center to foster cooperation between the cities and provide more cost-effective training for each city’s fire department personnel.

Created in 1976 by a joint powers agreement, North Net originally included the City of Garden Grove, which subsequently withdrew from North Net when it contracted with the Orange County Fire Authority. Funding for North Net operations is based on the relative number of firefighter positions in each city and is referred to in the joint powers agreement as each city’s “Fair Share Percentage.” Currently, Anaheim provides 64.51% of the funding and Orange 35.49%. The North Net site is owned by Anaheim and is leased to North Net under the terms of the joint powers agreement.

Pursuant to a purchase and sale agreement between the City of Anaheim and the Orange County Flood Control District, the Anaheim City Council approved the purchase of a 20,654 square foot Orange County Flood Control District parcel adjacent to the Training Center between the Training Center and the Santa Ana River Channel for $30,000 (the “added parcel”). The Orange County Board of Supervisors approved the sale of the added parcel to Anaheim on May 25, 2021. In a separate purchase and sale agreement between the City of Anaheim and North Net, North Net reimbursed the City of Anaheim for the purchase and the parcel was added to the Training Center site. A First Amendment to the Amended and Restated North Net Joint Powers Training Agreement was approved by the city councils of Orange and Anaheim, respectively, on July 16, 2021, and July 20, 2021, adding the parcel to the Training Center site.

On April 15, 2021, the City of Anaheim, in collaboration with North Net Training Center staff, issued a Request for Work Order Proposal (RFWOP) for a consultant to design site improvements for the added parcel. On May 17, 2021, the North Net Board, Request for Funding for the Improvement Project at North Net Training Center December 20, 2022

comprised of Anaheim Councilmember Stephen Faessel and Orange Councilmember Jon Dumitru, approved an engineering services agreement with Kreuzer Consulting Group.

Site improvements to the added parcel will alleviate impacts to operations that are affected by the loss of Training Center property as part of the Orangewood/Rampart improvement project. After a year-long process of reviewing the design to reduce costs, on June 10, 2022, the City of Anaheim and North Net received a final site plan and preliminary cost estimate in the amount of $1,164,030 from Kreuzer Consulting Group for the site improvements.

The proposed improvements include approximately 25,165 square feet of TRUEGRID paving system, two training props, steel privacy screening, a gate, and a much-need update to the Training Center’s water clarifier, which manages the discharge into the Santa Ana River channel during training activities that require heavy water flow. As noted, the proposed improvements include the addition of two training props. Funds for the props are already available in the department budget and are not included in this request.

North Net had already allocated $700,000 for the expansion project in accordance with a preliminary estimate for the project. The preliminary cost estimate for the project exceeded original estimates due to the high rate of inflation, especially in the construction field, and supply and demand issues, leaving a shortfall of $463,975.00 to complete the site improvements.

The City Council is being asked to approve a contribution to make up the shortfall in relationship to the City’s Fair Share Percentage of 64.51% or $299,310.27. The City of Orange approved their Fair Share Percentage of funding, totaling $164,664.73, at their City Council meeting on July 12, 2022. The project will only go forward if the city councils of both cities approve a Fair Share Percentage contribution.

IMPACT ON BUDGET:

The Fire & Rescue Department’s General Fund budget will be increased by $299,310 for the cost of the improvements.

Respectfully submitted,
Patrick Russell
Fire Chief
