CITY COUNCIL AGENDA REPORT
City of Anaheim

COMMUNITY SERVICES DEPARTMENT
DATE: DECEMBER 20, 2022
FROM: COMMUNITY SERVICES DEPARTMENT
SUBJECT: FUND APPROPRIATIONS FOR HASKETT MAKERSPACE AND

MEDIA LAB CONSTRUCTION
ATTACHMENT (Y/N): NO ITEM # 08
RECOMMENDATION:

That the City Council, by Motion, increase the Community Services Department’s FY 22/23 Library Donations Fund budget by $450,000 for the creation of a Makerspace and Media Lab for the Haskett Branch Library.

DISCUSSION:

With a population of approximately 350,000 people of diverse ethnic backgrounds, the Anaheim Public Library (APL) strives to meet the needs of various groups. The Haskett Branch of the APL is working on designing a Makerspace and Media Lab where residents can have the opportunity to be creative, collaborative, and ensure lifelong learning. The Makerspace will provide designing and manufacturing tools for the Anaheim community; the Media Lab will facilitate a space to record music, create videos and podcasts, and digitalize photos, videos, and sound recordings. These state-of-the art spaces will offer residents a learning experience while connecting them to a professional industry.

In particular, the spaces will help meet the need for learning experiences with an emphasis in connecting to career paths and professional industries, preserving and sharing of stories with families and their communities; stories that provide a glimpse of those that make up our communities. This project will provide equipment, tools, services, and resources to help individuals meet their technical, archiving, and digital skills. Through community conversations and research, the community has expressed the need for intergenerational programs that build community, provide opportunities to learn new skills, and have a space to contribute and feel valued.

Through the Public Works Department, the services of IDS Group have been engaged for the design of the new space. The IDS Group estimates the cost of $450,000 for the construction and needed equipment for the spaces. The California State Library awarded a $20,000 CopyCat Grant to APL to help fund the proposed project with Library Services and Technology Act (LSTA) funds. The grant will be in Library Grant funds. Library staff are also collaborating with community partners and funders to assist in raising the remaining funds and equipping these spaces at the Haskett Library within the next 12 months.

These spaces will provide a hub that offers a safe and welcoming space, access to a variety of tools, resources, and training to digitize and preserve community members’ stories, therefore meeting the needs of the Anaheim community.

IMPACT ON BUDGET:

The Community Services Department’s FY 2022/23 Library Donations fund budget will be increased by $450,000.

Respectfully submitted,
