RECOMMENDATION:
That the City Council, by Motion, accept the lowest responsive bids for landscape maintenance services from Real Green, Inc. for Public Utilities Water facilities in the amount of $123,660 and Brightview Landscape Services, for various other sites throughout the City including libraries, and multiple administrative facilities in the amount of $101,213, plus a 20% contingency, for a one-year period with up to four one- year optional renewals; and authorize the Purchasing Agent to exercise the renewal options, all in accordance with Bid #9634.
DISCUSSION:
Purchasing solicited bids from known contractors and posted the bid on the City’s bid portal. Sealed bids were received by 2:00 p.m., November 18, 2022 from the following contractors and were publicly opened immediately thereafter.

The bid was based on a fixed monthly cost for landscape maintenance services to maintain 56 different locations spread throughout the City. These services include, but are not limited to, the maintenance of plant materials, turf, irrigation systems, litter control, mowing, edging, pruning, weed & pest control, medians, and tree wells.
Bidders were allowed to submit a bid on one or both service groups, encouraging greater competition. Agreements were to be awarded to bidders who were the lowest responsive bidders for each service group. Real Green, Inc. was selected for the Public Utilities Water facilities group, while Brightview Landscape Services was selected to service the various other sites group. This arrangement is expected to give the City the best overall value and performance over the life of the agreement. All work under this agreement will be coordinated by the Community Services Department.
The term of the agreement will be for a one-year period with up to four one-year optional renewals. Unit pricing is fixed for the initial one-year base period. Pricing for the renewal periods shall be negotiated each year with any increases not-to-exceed the change in the Consumer Price Index (CPI) for the L.A.-Long Beach-Anaheim areas for the preceding 12-month period. In the event that prices increase beyond the CPI, the bidder must provide verifiable evidence to support the requested increase. It will be at the sole discretion of the City to accept or reject such request. The 20% contingency is recommended to provide the ability to address any unforeseen service requirements that may arise during the term of the agreement.
IMPACT ON BUDGET:
Funding for this agreement is included in the Fiscal Year 2022/23 Budgets for the Public Works, Community Services, Police, and Public Utilities departments. Funding for subsequent years will be subject to Council’s approval of budget appropriations.
