CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: DECEMBER 20, 2022
FROM: FINANCE DEPARTMENT
SUBJECT: ACCEPTANCE OF BID FOR PALO ALTO NETWORKS
FIREWALL, SOFTWARE, AND SUPPORT FOR THE CITY’S

DISASTER RECOVERY PROGRAM
ATTACHMENT (Y/N): NO ITEM # 11
RECOMMENDATION:

That the City Council, by Motion, accept the bid of Digital Scepter Corp., in the amount of $257,206 plus applicable tax, for the purchase of Palo Alto Networks firewall hardware, related software, and support, all in accordance with Bid #9629.

DISCUSSION:

Purchasing solicited bids from known suppliers of Palo Alto Networks firewall hardware, software, and support services and posted the bid on the City’s bid portal.

Sealed bids were received by 2:00 p.m., November 29, 2022, from the following bidders, and were publicly opened immediately thereafter.

Bidder Bid Price

Digital Scepter Corp. $257,206.00
Murrieta, California
JPC Online Holdings, LLC $293,946.36
Sioux Falls, South Dakota
Planet Cellular, Inc. $303,067.00
Cerritos, California
Questivity, Inc. $335,492.40
Santa Clara, California
The bid was based on the cost of providing network firewall hardware, multi-year software licenses, and support agreements. The networking components will be used for the City’s Disaster Recovery (DR) solution, which will establish infrastructure which can be activated to support critical applications for city operations in the event of a disruption or incapacitation of the City’s onsite data center. The bid also contained a requirement that the bidder have a certain level partnership with the manufacturer. This partner level requirement assures the City that the successful bidder has the product expertise and technical competence to provide successful support services.

The award recommendation is made to the responsive company that offered the lowest overall pricing. The equipment is part of the Information Services Infrastructure capital purchases being advanced in schedule to mitigate growing risks and vulnerabilities in the City’s computing environment. The total amount of the purchase will be funded through the Master Equipment Lease/Purchase Agreement with Banc of America Public Capital Corporation (BAPCC), which was approved by the City Council on March 1, 2022.

IMPACT ON BUDGET:

Sufficient funds are available in the Finance Department Information Technology Capital Projects budget for Fiscal Year 2022/23.
